Original Tender Description

In April 2015 the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to inform the market that we have published a tender for the Supply and Support of Three Section Plinth. The total estimated value for this Open competition framework will be between £2,601,600 and £6,504,000. The purpose of this tender notice is to ensure all interested companies, suppliers, and manufacturers are aware of this opportunity. Suppliers are invited to submit all responses for the proposed tender via the Jaggaer platform. To request the tender documents, please log in to Jaggaer and follow the steps to access the Leidos opportunity where this tender has been published. Should Bidders have any queries regarding the system, please contact the support team on the front page of the Jaggaer website, where it says 'Need assistance?', for help. Any queries regarding the tender itself, as opposed to the system, should be directed through Jaggaer's messaging centre.

Good

Tender Quality Score

This tender demonstrates good basic information and e-procurement platform usage, but suffers from significant gaps in clarity, completeness, and fairness due to missing detailed requirements and evaluation criteria.

Score Breakdown

Legal Compliance65/100

The procedure type and CPV code are clearly defined. However, the reveal date is missing, making it impossible to verify the minimum advertising period. The AI summary also indicates no explicit mandatory exclusion grounds, which is a compliance concern.

Missing reveal date for legal compliance assessment
No explicit mandatory exclusion grounds stated in the summary
Clarity50/100

The tender description is clear, but the AI-extracted requirements are high-level and lack detail. Crucially, evaluation criteria are not specified, which significantly hinders bidders' understanding of how proposals will be assessed.

No evaluation criteria specified
Lack of detailed financial and performance requirements in the summary
Completeness55/100

Basic information like title, reference, organization, value, duration, and deadlines are provided. However, the actual detailed tender documents, including full specifications and evaluation criteria, are not directly provided in this package, requiring access via an external platform.

Full tender documents (specifications, detailed requirements, evaluation criteria) not directly provided
Evaluation criteria not defined in the provided information
Fairness50/100

Document access via the Jaggaer platform and value disclosure are positive. However, the complete absence of specified evaluation criteria is a major fairness concern, as it undermines transparency and objective assessment of bids.

No evaluation criteria specified, impacting transparency and objectivity
Practicality80/100

Electronic submission via Jaggaer is supported, and the contract start date and duration are clearly specified. While a direct document URL is not provided, the instructions for accessing documents via Jaggaer are practical.

Data Consistency85/100

Most key fields are populated, and dates are logical. There is a minor inconsistency in the estimated value presentation (EUR vs. GBP range), but the values are consistent in magnitude. The 'Liable Person' field is empty.

Missing 'Liable Person'
Minor currency presentation difference for estimated value
Sustainability20/100

The tender notice and summaries provide no indication of any green procurement, social aspects, or innovation focus. This represents a missed opportunity for incorporating broader public value considerations.

No green procurement criteria
No social criteria

Strengths

Clear description of procurement purpose and organization
Use of a dedicated e-procurement platform (Jaggaer)
Value, duration, and contract start date are clearly specified
Open procedure type and CPV code are correctly assigned
Electronic submission is supported

Concerns

Absence of explicit evaluation criteria in the provided information
Lack of detailed requirements (financial, performance, mandatory exclusion grounds) in the AI summary
Full tender documents are not directly provided, requiring access via an external platform
Missing reveal date, impacting legal compliance assessment of advertising period
No integration of sustainability, social, or innovation aspects

Recommendations

1. Ensure all critical tender documents, including detailed specifications, full requirements, and explicit evaluation criteria, are readily available or clearly linked.
2. Explicitly state all mandatory exclusion and selection criteria in the tender notice or summary.
3. Consider incorporating sustainability, social, and innovation criteria into future tenders to enhance public value.
