Original Tender Description

Research Inclusion would like to procure an organisation to fulfil NIHR Infrastructure reporting requirement for a 5-year period, starting in summer 2026. This approach is suggested to ensure we meet reporting requirements in short timeframes and minimise risks to deliver the NIHR Research Inclusion programme. The number of reviews will increase over the next few years with new Infrastructure awards and then start decreasing from 2027 once some awards come to a close. The identified supplier will be expected to fulfil the same requirements as above, as well as reviewing elements of annual reporting narrative reports

Tender Quality Score

This tender provides a clear description of the required services and includes basic information, but suffers from significant issues regarding detailed evaluation criteria, data consistency, and the absence of electronic submission. These factors collectively reduce its overall quality and fairness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type as 'Below threshold - open competition' and assigns a relevant CPV code. There are no reported disputes or suspensions. However, the summary lacks specific details on mandatory exclusion grounds, and the reveal date is missing, which are minor points for legal completeness.

No specific mandatory exclusion grounds detailed in the summary (requires reference to full documents)
Missing tender reveal date
Clarity65/100

The description of services and AI-extracted requirements are generally clear and understandable. However, a significant clarity issue arises from the lack of detailed evaluation criteria, including weights and specific sub-criteria, despite categories like quality, price, social value, and presentation being mentioned.

Lack of detailed evaluation criteria (weights, sub-criteria)
Contradiction regarding evaluation criteria between 'Tender Notice' summary and 'Issues/Flags'
Completeness70/100

The tender includes most basic information such as title, reference, organization, deadlines, estimated value, and duration. All listed documents are summarized, and location information is provided. The primary gap in completeness is the absence of fully defined evaluation criteria with weights.

Evaluation criteria are not fully defined with weights and sub-criteria
Fairness55/100

The estimated value is disclosed, and requirements appear generic, not tailored to a specific company. However, the lack of detailed and transparent evaluation criteria significantly compromises fairness. Additionally, the absence of electronic submission ('No e-submission' flagged) creates an unnecessary barrier to equal access.

Lack of detailed and transparent evaluation criteria (weights, sub-criteria)
No electronic submission option
Practicality50/100

Practicality is significantly hampered by the absence of electronic submission and the lack of direct document URLs in the provided information. Furthermore, there is an inconsistency between the described '5-year period' and the stated '48 months' contract duration, which could confuse bidders.

No electronic submission supported
No document URLs provided in the input
Data Consistency40/100

Several inconsistencies and missing fields are present. 'Liable Person', 'Type Code', and 'Procedure Code' are empty. There's a notable discrepancy between the '5-year period' mentioned in the description and the '48 months' contract duration. Crucially, the estimated value is stated as '60,000.00 EUR' in the basic info but '£50,000' in the Tender Notice summary, indicating both currency and value inconsistency.

Empty fields ('Liable Person', 'Type Code', 'Procedure Code')
Inconsistency in contract duration (5-year period vs 48 months)
Sustainability60/100

The tender explicitly includes 'social value' as a submission and technical capability requirement, which is a positive aspect for sustainability. However, it lacks any mention of green procurement or innovation focus, and it is not EU funded, limiting its overall sustainability scope.

No explicit mention of green procurement initiatives
No explicit focus on innovation

Strengths

Clear description of required services
Estimated value is disclosed and not classified
Basic information (title, reference, organization, CPV, NUTS) is well-defined
Explicit mention of social value in requirements
All listed tender documents are summarized

Concerns

Lack of detailed evaluation criteria (weights, sub-criteria)
Absence of electronic submission option
Significant inconsistencies in contract duration and estimated value
Missing specific mandatory exclusion grounds details in the summary
No direct document URLs provided in the input

Recommendations

1. Provide comprehensive and detailed evaluation criteria, including weights and specific sub-criteria, to enhance transparency and fairness.
2. Implement electronic submission to improve accessibility, efficiency, and align with modern procurement best practices.
3. Thoroughly review and ensure complete consistency across all tender documents regarding contract duration, estimated value, and other key data points.
