Tender Quality Score

This tender for independent advocacy services is well-defined in its scope and legal framework, but suffers from critical omissions regarding evaluation criteria and accessibility of full tender documents. While the service itself is socially valuable, the tender lacks explicit sustainability and innovation criteria.

Score Breakdown

Legal Compliance75/100

The tender explicitly references the Procurement Act 2023 and Procurement (Wales) Regulations 2024, indicating a clear legal basis under national law. The CPV code is appropriate, and no disputes are reported. However, the 'Liable Person' field is empty, and the 'reveal date' is missing, which are minor disclosure deficiencies.

Missing 'Liable Person' information
Missing tender 'reveal date'
Clarity80/100

The description of the services, regional scope, and division into lots is very clear and unambiguous. The AI-extracted requirements are also clearly stated. However, the critical absence of specified evaluation criteria significantly reduces the overall clarity for potential bidders.

No evaluation criteria specified
Completeness70/100

Basic information, financial details, timeline, and location are adequately provided. Requirements are defined, but the tender is critically incomplete due to the explicit absence of evaluation criteria. Furthermore, the failure to download key tender documents ('Tender Notice', 'Official PDF') represents a significant gap in completeness.

No evaluation criteria specified
Key tender documents failed to download
Fairness65/100

The estimated value is disclosed, and requirements appear generic, not tailored. However, the lack of full document access due to download failures, the absence of transparent evaluation criteria, and the reported lack of e-submission significantly undermine the fairness of the procurement process. The actual preparation time from the reveal date cannot be confirmed.

No evaluation criteria specified
Key tender documents failed to download (hindering full access)
Practicality65/100

The contract start date and duration are clearly specified, which is practical for planning. However, the absence of electronic submission and the reported failure to download key documents pose significant practical challenges for bidders. No explicit document URL is provided.

No electronic submission option
Key tender documents failed to download
Data Consistency90/100

Dates are logical and consistent, and there are no reported disputes or suspensions. Most key fields are populated. The primary inconsistencies are the empty 'Liable Person' field and the missing 'reveal date'.

Missing 'Liable Person' information
Missing tender 'reveal date'
Sustainability50/100

The core service of providing advocacy for children and young people inherently addresses social needs. However, the tender documentation does not explicitly incorporate additional green procurement, social clauses for bidders, or innovation-focused criteria, indicating a missed opportunity for broader sustainability impact.

No explicit green procurement criteria
No explicit social criteria beyond the core service

Strengths

Clear description of services, lots, and regional scope.
Explicit reference to relevant national procurement legislation (Procurement Act 2023, Procurement (Wales) Regulations 2024).
Value, duration, and contract start date are clearly specified.
Appropriate CPV classification.

Concerns

Critical absence of evaluation criteria, impacting transparency and fairness.
Key tender documents ('Tender Notice', 'Official PDF') failed to download, hindering full access.
No electronic submission option, which can limit bidder participation.
Lack of explicit sustainability, green, or innovation criteria beyond the core service.
Missing 'Liable Person' and 'reveal date' in basic information.

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fair competition.
2. Ensure all tender documents are fully accessible and downloadable for potential bidders.
3. Implement an electronic submission platform to streamline the bidding process and enhance accessibility.
