Tender Quality Score

This tender provides a clear description of the required services but suffers from critical missing evaluation criteria and a lack of e-submission, impacting transparency and practicality. The absence of sustainability considerations is also notable.

Score Breakdown

Legal Compliance60/100

The procedure type and CPV codes are correctly defined. However, the critical absence of specified evaluation criteria and the lack of explicit mention of mandatory exclusion grounds in the summary are significant legal compliance issues, undermining transparency and fairness.

Missing evaluation criteria
Mandatory exclusion grounds not explicitly mentioned in summary
Clarity60/100

The description of the services and framework structure is clear. Nevertheless, the absence of evaluation criteria, and the lack of explicit financial requirements and mandatory exclusion grounds in the provided summary, significantly reduce the overall clarity for potential bidders.

No evaluation criteria specified
Financial requirements not explicitly mentioned
Completeness65/100

Basic information such as title, reference, organization, value, duration, and location is complete. However, the critical absence of evaluation criteria and the fact that the full 'Invitation to Tender documentation' content is not provided for analysis make the tender incomplete.

Missing evaluation criteria
Full 'Invitation to Tender documentation' content not provided for analysis
Fairness55/100

The absence of evaluation criteria is a severe fairness issue, as bidders cannot understand how their proposals will be judged. The lack of e-submission also impacts equal access and modern procurement standards.

No evaluation criteria specified
No e-submission
Practicality65/100

The lack of electronic submission (e-submission) is a significant practical drawback in modern procurement. While other practical details like contract start date and duration are present, this omission affects efficiency and accessibility.

No e-submission
Data Consistency85/100

Most key fields are populated and consistent. A minor discrepancy exists between the estimated value stated as 840,000.00 EUR and the £700,000 mentioned in document summaries, which could lead to slight confusion.

Discrepancy in estimated value (EUR vs GBP in summaries)
Sustainability25/100
