Tender Quality Score

This tender presents significant quality issues, primarily due to the inclusion of an unrelated document and critical missing information such as evaluation criteria and specific financial requirements, severely impacting its legal compliance, clarity, completeness, and fairness.

Score Breakdown

Legal Compliance40/100

Legal compliance is significantly compromised by the inclusion of a document pertaining to a completely different tender (Oracle software renewal). This indicates a severe procedural flaw in document management. Additionally, the tender lacks an explicit reveal date and specific mandatory exclusion grounds, which are standard requirements.

Inclusion of an unrelated tender document (Document 1)
Missing reveal date
Clarity50/100

While the core description of the required training services is clear, the overall clarity of the tender is severely hampered by the absence of specified evaluation criteria and financial requirements for bidders. The presence of an unrelated document further introduces confusion regarding the actual scope and requirements.

No evaluation criteria specified
No specific financial requirements for bidders
Completeness50/100

The tender is incomplete due to the critical absence of evaluation criteria and specific financial requirements, which are essential for bidders to formulate comprehensive proposals. The inclusion of an unrelated document also compromises the integrity and completeness of the tender package for the intended service.

No evaluation criteria specified
No specific financial requirements for bidders
Fairness50/100

Fairness is significantly undermined by the lack of transparent evaluation criteria, making it impossible for bidders to understand how their proposals will be judged. The absence of e-submission creates a barrier to equal access, and the inclusion of an unrelated document could mislead or confuse potential bidders.

No evaluation criteria specified
No e-submission functionality
Practicality60/100

The lack of electronic submission support is a major practical drawback in modern procurement. While other practical details like contract start and duration are present, the unrelated document adds unnecessary complexity for bidders trying to navigate the tender information.

No e-submission functionality
Unrelated document adds complexity for bidders
Data Consistency30/100

Data consistency is very poor due to the critical error of including a document from a completely different tender. Minor inconsistencies include missing codes for procedure type and an empty 'Liable Person' field, alongside the missing reveal date.

Inclusion of a completely unrelated tender document (Document 1)
Missing codes for 'Type' and 'Procedure'
Sustainability50/100

The tender does not explicitly incorporate green procurement, social criteria, or an innovation focus in its requirements or evaluation, which represents a missed opportunity for promoting broader public value.

Not green procurement
No social criteria
