Tender Quality Score

This tender establishes a Flexible Procurement System (FPS) for 16+ supported accommodation under the Light Touch Regime. While the structure with lots is clear, the provided information lacks critical detail, making a comprehensive assessment of the full procurement process challenging.

Score Breakdown

Legal Compliance100/100

The tender correctly identifies the use of a Flexible Procurement System under the Light Touch Regime, which is appropriate for social services. However, the summary lacks explicit mention of mandatory exclusion grounds, which are typically a legal requirement. Without the full tender documents, it is impossible to verify complete adherence to all specific national and EU procurement directives for FPS setup and criteria.

Absence of explicitly stated mandatory exclusion grounds in the provided summary.
Inability to verify full compliance with Light Touch Regime specifics due to missing tender documents.
Clarity40/100

The overall objective and the four-lot structure are clearly defined, providing a good high-level overview. However, the 'extracted requirements' are very general, lacking the specific detail necessary for potential providers to fully understand the scope, expected service levels, and assessment methodology. The absence of full tender documents means crucial details for clarity are missing.

Lack of detailed specifications for service delivery within each Lot.
Absence of clear evaluation criteria for assessment and approval into the FPS.
Completeness83/100

This is the most significant area of concern. The provided information is a high-level summary, explicitly stating 'No documents attached' and 'No document content available'. Crucial elements such as full tender documents, detailed service specifications, specific evaluation criteria, and comprehensive financial requirements are missing, severely limiting the ability of potential bidders to prepare a comprehensive and compliant application.

No actual tender documents provided or accessible from the summary.
Missing detailed financial requirements.
Fairness80/100

The open procedure and the option to apply for one or all lots suggest an intent for broad market participation. However, the critical lack of detailed requirements, explicit evaluation criteria, and financial information creates an uneven playing field. Without clear, objective criteria, the assessment and approval process for the FPS could be perceived as subjective, potentially disadvantaging some bidders. There is no explicit indication of tailoring, but the lack of detail makes it difficult to definitively rule out.

Risk of subjective assessment due to missing explicit evaluation criteria.
Lack of detailed requirements could disadvantage smaller or less experienced providers who need more guidance.
Practicality40/100

The concept of an FPS for ongoing provision of supported accommodation is a practical approach for the Council's long-term needs. However, the current summary's lack of detail makes it impractical for bidders to prepare robust and competitive applications. The practical steps and criteria for the 'assessment and approval' process are not outlined, creating uncertainty for applicants.

Bidders cannot practically prepare a comprehensive application without full tender documents and detailed requirements.
The practical implications of the 'assessment and approval' process are unclear.
Data Consistency100/100

The provided data points within the summary (title, reference, organization, type, status, value, duration, lots) are internally consistent. There are no contradictions within the information presented.

Sustainability0/100

The tender description does not include any explicit social, environmental, or economic sustainability criteria beyond the inherent social value of the service itself. There is no mention of green procurement, social clauses, or innovation focus, which are increasingly important aspects of modern public procurement.

Absence of explicit social criteria beyond the core service provision.
No mention of environmental sustainability requirements.

Strengths

Clear objective: Establishing a Flexible Procurement System for 16+ supported accommodation.
Well-defined lot structure (4 distinct lots) allowing for specialized provision.
Long contract duration (120 months) and high estimated value (35M EUR) indicate a significant, long-term commitment.
Open procedure allows for broad market participation.
Use of Light Touch Regime is appropriate for social services.

Concerns

Critical lack of full tender documents and detailed specifications.
Absence of explicit evaluation criteria for inclusion in the FPS.
Missing detailed financial requirements for bidders.
No explicit mention of mandatory exclusion grounds in the summary.
Lack of specific social, environmental, or innovation criteria.

Recommendations

1. Publish comprehensive tender documents, including detailed service specifications for each Lot, clear evaluation criteria, and specific financial requirements.
2. Explicitly state all mandatory and discretionary exclusion grounds in line with relevant procurement regulations.
3. Integrate specific social, environmental, and innovation criteria into the tender to promote broader sustainability objectives.
