Original Tender Description

Wrexham County Borough Council (WCBC) is looking to establish a framework agreement to carry out maintenance work on Public Rights of Way. It is anticipated that no more than three contractors will be appointed to the framework to carry out the contracted work. There are approximately 1,500 public rights of way within the County Borough which amounts to 850km. The Public Rights of Way section installs approximately 150 galvanised pedestrian gates, 100 stiles and 150 signposts annually. In addition to this, ditch crossings and small footbridges are installed together with the installation of handrails and steps and path clearance work. In addition to the general maintenance work which can include some strimming, 145,005 metres of strimming is carried out across the County Borough in May, July and late August averaging approximately 48,335 metres of strimming per month. Contractors have the option of whether they wish to tender for this work and need to be aware that some of the paths are located in rural areas where vehicular access is not always possible. Contractors can be expected to walk up to 5 or 10 minutes to reach part of a path that requires strimming. In November of each year approximately 25 paths will also need to be cleared of leaf litter.

Tender Quality Score

This tender provides a clear scope of work but is significantly hampered by critical omissions such as evaluation criteria and mandatory exclusion grounds, alongside practical issues like a failed document download and an unusually short contract duration for a framework agreement.

Score Breakdown

Legal Compliance60/100

The tender lacks mandatory exclusion grounds and a clear reveal date, which are fundamental for legal compliance and transparency. The irrelevant content in one of the listed documents also raises concerns about proper publication.

Missing mandatory exclusion grounds
Missing reveal date
Clarity65/100

While the description of the work and AI-extracted requirements are clear and detailed, the complete absence of evaluation criteria makes it impossible for bidders to understand how their proposals will be judged, severely impacting clarity.

No evaluation criteria specified
Completeness60/100

Basic information is present, but the tender is incomplete due to a failed document download, irrelevant content in another document, and the critical absence of evaluation criteria and mandatory exclusion grounds.

Failed document download ('Lot L-1')
Irrelevant content in 'Tender Notice'
Fairness55/100

Fairness is severely compromised by the lack of evaluation criteria, which prevents objective assessment. Incomplete document access (failed download) and the reported absence of e-submission further reduce equal opportunity. The missing reveal date also makes it impossible to assess the fairness of the preparation period.

No evaluation criteria specified
Incomplete document access
Practicality65/100

The reported lack of e-submission is a practical drawback. Most critically, a 1-month contract duration for a framework agreement is highly unusual and impractical, suggesting a potential data error or a very limited scope that is not clearly communicated.

No e-submission (reported)
Highly impractical 1-month contract duration for a framework agreement
Data Consistency50/100

Key fields like 'Liable Person' and procedure codes are empty. The most significant inconsistency is the 1-month contract duration for a framework agreement, which contradicts the typical nature and purpose of such agreements.
