Original Tender Description

The purpose of this Preliminary Market Engagement is to inform the market of our envisaged procurement plan on the provision of Non-Invasive Ventilation (NIV), Associated Consumables and Ancillary Services in the community. NIV refers to the method of providing ventilatory support to a patient without placing an artificial airway in the main windpipe (trachea). It is used to treat a number of conditions as the risk or likelihood of respiratory failure is prevalent in various disorders. It is envisaged the Supplier(s) will be expected to provide a complete managed service on behalf of Health and Social Care (HSC) in Northern Ireland to patients that require the use of NIV. This will include but not be restricted to: 1) Supply of all equipment, accessories and consumables. 2) Manage installations, deliveries, maintenance of equipment and call outs. 3) Provide a professional and expert customer care team that can provide training and support to Health Care Professionals and patients. We hope that the Preliminary Market Engagement (PME) will help encourage supplier interest in this tender. It will also help us understand any barriers to tendering that suppliers currently face so these can be considered when drafting the HSC tender.

Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) notice, clearly outlining the scope and intent for a future tender for Non-Invasive Ventilation services. While typical formal tender elements like detailed evaluation criteria and estimated value are absent, this is appropriate for a PME aimed at gathering market feedback.

Score Breakdown

Legal Compliance75/100

As a Preliminary Market Engagement (PME), full compliance with formal tender regulations is not expected. The notice clearly states that standard exclusion grounds will apply in the formal tender, indicating awareness. The 'None' for procedure type and classified value are noted but understood in the context of a PME.

Procedure type not formally defined
Estimated value classified
Clarity80/100

The purpose of the PME and the envisaged scope of services for the future tender are exceptionally clear and unambiguous. The AI-extracted requirements accurately reflect the description. The absence of evaluation criteria is expected for this preliminary stage.

Evaluation criteria not specified (expected for PME)
Completeness70/100

The PME provides essential information such as title, reference, organization, description, duration, and contract start date. While the estimated value is not disclosed and evaluation criteria are absent, this is typical for a preliminary market engagement.

Estimated value not disclosed
Evaluation criteria not specified
Fairness85/100

The PME explicitly aims to understand barriers to tendering, which promotes fairness. Requirements appear generic and not tailored. However, the classified value reduces transparency, and the lack of e-submission can hinder equal access for feedback.

Estimated value classified
No e-submission for PME feedback
Practicality65/100

The contract start date and duration are clearly specified. However, the lack of e-submission for PME feedback is a practical drawback, potentially complicating participation for some suppliers.

No e-submission functionality
Data Consistency90/100

Key fields are generally populated, and dates are logical and consistent. The status 'planning' aligns with a PME. Minor gaps like 'Liable Person' and 'Type/Procedure Code' being 'None' are consistent with its preliminary nature.

Liable Person not specified
Type and Procedure codes are 'None'
Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the PME notice. This represents a missed opportunity to signal these priorities for the upcoming formal tender.

No green procurement focus
No social criteria

Strengths

Clear purpose and detailed description of the envisaged service
Proactive market engagement to gather feedback and identify barriers
Well-defined scope of future requirements
Logical and consistent timeline for the PME

Concerns

Estimated value is classified, reducing transparency
Lack of e-submission functionality for the PME feedback
Absence of explicit sustainability, social, or innovation criteria
Formal procedure type is not defined (though understood for a PME)
One document download failed

Recommendations

1. Consider disclosing an estimated value range in future PME notices to enhance transparency.
2. Implement e-submission for PME feedback to streamline participation and accessibility.
3. Integrate sustainability, social, and innovation considerations into the formal tender requirements.
