Tender Quality Score

This tender presents a clear description of the required works and essential information, but suffers from critical omissions regarding evaluation criteria and the lack of e-submission, significantly impacting fairness and clarity.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes clearly, with no reported disputes. While the reveal date is missing from the summary, the submission period from today's date is reasonable. However, the lack of specific details on mandatory exclusion grounds in the provided summaries is a minor concern.

No specific mandatory exclusion grounds detailed in provided summaries
Missing tender reveal date (information gap)
Clarity60/100

The description of the works and AI-extracted requirements are clear and understandable. However, the critical absence of specified evaluation criteria significantly hinders bidders' understanding of how their proposals will be assessed, leading to a lower score.

Missing evaluation criteria
Completeness70/100

Most basic information, including title, reference, organization, financial details, timeline, and location, is provided. All listed documents are available. Nevertheless, the crucial omission of evaluation criteria makes the tender package incomplete from a comprehensive bidding perspective.

Missing evaluation criteria
Fairness55/100

The tender's value is disclosed, and it is divided into lots, which can enhance competition. However, the absence of specified evaluation criteria severely compromises transparency and objectivity. Furthermore, the lack of e-submission creates an unequal playing field and practical barriers for potential bidders.

Missing evaluation criteria
No e-submission supported
Practicality65/100

Key practical details such as the contract start date, duration, and financing information are clearly specified. However, the absence of electronic submission capabilities is a significant practical impediment for potential bidders in the current procurement landscape.

No e-submission supported
Data Consistency80/100

The data is largely consistent, with logical dates and no reported disputes or suspensions. Minor inconsistencies include unpopulated fields such as 'Liable Person' and missing procedure codes. The dual currency mention for the estimated value is a slight ambiguity.

Liable Person field is empty
Procedure codes are missing
Sustainability20/100

The tender completely lacks any explicit mention or integration of green, social, or innovation criteria. This represents a significant missed opportunity for a public contract of this magnitude to contribute to broader sustainability goals.

Not green procurement
No social criteria
