Original Tender Description

The Department for Education (DfE) intends to procure a supplier to design and deliver a national Technical and Vocational subject teaching Professional Development (PD) and organisational support programme to support providers delivering technical and vocational qualifications, including T Levels, V Levels and Level 2 Pathways. The contract will begin on 1 June 2026 with delivery commencing from 1 September 2026. The contract will run for three years until 31 August 2029, with an option to extend for a further one year to 31 August 2030. The programme will provide evidence based subject specific and pedagogical training for teachers, industry led upskilling sessions to ensure teaching reflects current industry practice, and regional collaboration networks to support peer learning and sustainable processes. In addition, the supplier will deliver organisational support for leaders and other provider staff to help providers plan, implement, and scale their technical and vocational offer in line with qualification reform and wider 16–19 pathways. The contract will involve a blend of pre recorded materials, live online sessions and in person activity. Significant new content development is expected as specifications for new qualifications become available. Delivery must align with wider FE workforce reforms, including evidence led PD principles. The procurement includes social value as part of the evaluation criteria weighted at 10% and will cover MAC2a: Learning and skills development opportunities relevant to the contract to address skills gaps, in relation to PPN002 "Taking account of social value in the award of central government contracts”. The DfE is keen to maximise opportunities to participate in procurement for Small to Medium-sized Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs). Consideration will also be given to consortia and collaborative bids from all forms of organisations. Tender Quality Score

This tender provides a clear program description and good practical details, but critically lacks full evaluation criteria, significantly impacting clarity, completeness, and fairness. Its strong social value component is a notable positive.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes correctly, and there are no reported disputes. It references national procurement guidelines (PPN002). However, the absence of explicitly stated mandatory exclusion grounds in the provided text (though implied to be in full documents) and a missing reveal date are minor deficiencies.

Mandatory exclusion grounds not explicitly detailed in provided text
Missing reveal date
Clarity55/100

The program description and AI-extracted requirements are clear and well-structured. However, a significant concern is the absence of a full list of evaluation criteria and their respective weightings; only social value (10%) is specified, making the overall evaluation process unclear for potential bidders.

Full evaluation criteria and their weightings are not specified
Completeness60/100

Most essential information, including title, organization, reference, value, duration, and location, is provided. Requirements are detailed, and documents are available. The primary gap is the lack of comprehensive evaluation criteria, which is a crucial component for a complete tender.

Full evaluation criteria and their weightings are not specified
Fairness45/100

The tender promotes fairness through e-procurement via Jaggaer, encourages SME/VCSE participation, and discloses the estimated value. Requirements do not appear tailored. However, the critical omission of full evaluation criteria severely undermines transparency and objectivity, making it difficult for bidders to prepare competitive and compliant proposals.

Full evaluation criteria and their weightings are not specified, impacting transparency and objectivity
Practicality90/100

The tender excels in practicality, clearly outlining the e-submission process via Jaggaer, providing a direct URL and helpdesk contact. The contract start date, duration, and estimated value are all clearly specified, facilitating bidder planning.

Data Consistency85/100

Dates are logical and consistent throughout the tender information. There are no reported disputes or suspensions. Minor inconsistencies include an empty 'Liable Person' field and missing codes for 'Type' and 'Procedure', though the descriptive text is present.

Empty 'Liable Person' field
Missing 'Type Code' and 'Procedure Code'
Sustainability65/100

The tender includes a strong social value component, weighted at 10% and specifically addressing skills development (MAC2a), which is commendable. However, there is no explicit mention of green procurement criteria or a focus on innovation, and it is not EU funded.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear and detailed program description and requirements
Strong emphasis on social value (10% weighting, specific MAC2a)
Efficient e-procurement process via Jaggaer with support information
Encouragement for SME/VCSE participation and consortia bids
Clear timeline, contract duration, and estimated financial value

Concerns

Critical absence of full evaluation criteria and their weightings
Lack of explicit mandatory exclusion grounds in the provided text
Missing tender reveal date
No explicit green procurement or innovation focus
Minor data gaps (e.g., 'Liable Person' field empty)

Recommendations

1. Publish the full, detailed evaluation criteria and their respective weightings to ensure transparency and fairness for all bidders.
2. Ensure all mandatory legal requirements, including explicit exclusion grounds, are clearly stated within the primary tender notice or easily accessible.
3. Consider integrating explicit environmental sustainability and innovation criteria where relevant to enhance the tender's overall impact.
