Original Tender Description

The London Borough of Barking & Dagenham is advertising to seek tenders from alternative provision providers for a new initiative supporting Key Stage 4 students who are at risk of permanent exclusion and require an alternative educational pathway. We are seeking registered alternative providers who are willing to commit to an initial one-year partnership to evaluate its success, as well as unregistered providers who are in the process of applying for a URN and who are temporarily willing to operate under the URN of a local secondary school will also be considered. This opportunity aims to offer tailored support for students for whom mainstream education is no longer a suitable option. The provision will deliver a bespoke curriculum mapped to mainstream standards, focusing on expectation of therapeutic and clinical input and staff supervision. The provision will offer core subjects, life skills, and vocational courses linked to the student interest. We are looking for providers with specialist staff experienced in alternative provision and inclusion, who can offer embedded pastoral support, including restorative practice and therapeutic input. Flexible pathways for reintegration to mainstream education, apprenticeships, or onward alternative education will also be central to this provision. Providers must be able to demonstrate an ability to develop and deliver meaningful, interventions for KS4 students to enable pupils to successfully return to school/education or to support prevention of NEET; working towards post-16 progression for those Y11 complex cases where a return to school is an impractical transition. The contract is for a period of 1 year. Further information and tender documents are available on our e-tendering portal https://lbbd.bravosolution.co.uk/web/login.shtml. Any questions regarding the tender should be addressed through the portal in the messaging section. Closing date Noon on 26th March 2026

Tender Quality Score

This tender for Alternative Provision Services for KS4 students is generally well-structured, with clear objectives and requirements. However, it lacks specific evaluation criteria and details on financial requirements, impacting completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations for below-threshold open competitions. The CPV code is appropriate, and there are no immediate indications of disputes or regulatory non-compliance. The deadline, while potentially short, is not explicitly unreasonable for a below-threshold tender.

Clarity80/100

The description of the services required is clear and detailed, outlining the target student group, the nature of the provision, and the desired outcomes. The AI-extracted requirements further clarify the expectations for bidders.

Completeness70/100

While basic information like title, organization, value, and deadlines are present, the tender is incomplete due to the absence of specific financial requirements and, crucially, the evaluation criteria. The lack of content in the tender documents also hinders a full assessment.

Missing evaluation criteria
Missing specific financial requirements
Fairness85/100

The tender promotes fairness by being an open competition and providing access to documents via an e-tendering portal. The eligibility criteria are broad enough to include both registered and unregistered providers, fostering competition. However, the lack of disclosed evaluation criteria could be perceived as a fairness concern.

No evaluation criteria specified
Practicality65/100

The tender utilizes an e-tendering portal for document access and submission, which is practical. However, the absence of a specified contract start date (only a contract duration) and the lack of explicit financing information could pose minor practical challenges for bidders.

Contract start date not explicitly specified (only duration)
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated logically. There are no indications of suspension or disputes, and the dates provided are consistent.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU-funded, suggesting a lack of emphasis on these sustainability elements.
