Original Tender Description

York Sport operates alongside the University of York to provide sport and leisure facilities to staff, students and members of the public. As part of a drive to modernise our leisure management capabilities we are looking to evaluate commercial offerings in this area. Specifically we are looking at Leisure Management Suites that can comprehensively cover our current online offerings and integrate with or provide solutions for our physical facilities. Our award-winning facilities are recognised as some of the best in the region, used by elite athletes and national teams. York Sport is divided into two sites: York Sport Village, located on Heslington East campus and York Sport Centre, located on Heslington West campus. Memberships are available to purchase at each site individually, or across both (dual-site membership). Both facilities are open to the general public as well as University of York students and staff. York Sport Village is also home to an award-winning Learn to Swim Scheme, and sports activities are available to book on a pay as you go or block-booking basis. York Sport also operates 1-1 Learn to Ride cycling lessons, a Junior Triathlon programme, as well as hosting birthday parties and a Squash league. York Sport is also home to various local community sports groups. https://www.york-sport.com/

Good

Tender Quality Score

This is a well-structured preliminary market engagement, clearly outlining the technical needs for a Leisure Management System, though it lacks explicit sustainability criteria and e-submission capabilities.

Score Breakdown

Legal Compliance75/100

As a 'Preliminary Market Engagement' in the 'planning' status, the tender is largely compliant. The absence of a formal procedure type and detailed evaluation criteria is expected at this stage. The CPV code is appropriate, and OCDS data indicates transparency efforts.

Clarity85/100

The description of York Sport's operations and the technical capability requirements for the Leisure Management Suite are exceptionally clear and detailed, providing a strong understanding of the client's needs. The absence of evaluation criteria is appropriate for a PME.

Completeness80/100

The tender provides all essential basic information, including title, reference, organization, deadlines, contract duration, and start date. Technical requirements are comprehensively defined. The undisclosed value is acceptable for a preliminary market engagement.

Fairness70/100

The requirements are specific to the client's operational needs rather than tailored to a particular company. While the value is not disclosed and evaluation criteria are absent, this is typical for a PME. The noted lack of e-submission could be a minor fairness concern for accessibility if formal responses are expected.

No e-submission capability noted, potentially limiting equal access for formal responses.
Practicality65/100

The lack of e-submission is a practical drawback for potential suppliers. The undisclosed estimated value, while acceptable for a PME, can make it challenging for suppliers to gauge the scale and allocate resources for engagement. Contract start and duration are clearly specified.

No e-submission capability.
Estimated value not disclosed, which can hinder supplier planning.
Data Consistency90/100

Key fields are mostly populated, and dates are logical and consistent. The 'Type' and 'Procedure' fields being 'None' is consistent with the 'Preliminary Market Engagement' status. No disputes or suspensions are noted.

Liable Person field is empty.
Sustainability40/100

The tender does not explicitly include green procurement, social aspects, or a strong innovation focus as criteria. While 'modernise' implies some innovation, it's not a defined requirement or evaluation factor.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear and detailed technical requirements for the system.
Comprehensive description of the client's operational context.
Good data consistency and basic information provided.
Transparent use of OCDS data for a preliminary market engagement.
Reasonable contract duration and start date specified.

Concerns

Absence of explicit sustainability (environmental and social) criteria.
Lack of e-submission capability, potentially hindering accessibility.
Estimated value is not disclosed, which can limit supplier engagement.
The 'Type' and 'Procedure' fields are empty, even for a PME, could be more descriptive of the PME process.
The 'Liable Person' field is empty.

Recommendations

1. For the subsequent formal tender, explicitly incorporate sustainability (environmental and social) criteria.
2. Implement an e-submission platform for the formal tender to enhance accessibility and fairness.
3. Consider disclosing an estimated budget range in future PMEs to attract more relevant suppliers and provide better context.
