Original Tender Description

United Utilities Laboratory Services require a courier service for the transportation of samples from sites across the Company to the central Laboratory at Lingley Mere (Warrington) on a daily basis. It is a requirement of OFWAT (The Water Services Regulation Authority) that the Company constantly undertakes analysis of water/waste water samples from various sample points throughout the North-West Region. Water Quality Officers, Network Owners, Wastewater Operatives, Trade Effluent Officers, Agricultural Advisors and Project Staff obtain the samples requiring analysis. Samples are left at drop off points for collection by the dedicated courier in a refrigerated van. Samples need to be transported under refrigerated conditions to ensure that they are maintained at a temperature of between 2 and 7 degrees centigrade. It is a requirement to maintain evidence that this has been achieved to enable United Utilities to adhere to regulatory requirements with respect to the transportation of accredited samples under the Environment Agency's Monitoring Certification Scheme (MCERTs), Drinking Water Test Specifications (DWTS) and ISO 17025. On collection, the courier takes the samples to a Sample Registration Centre (SRC) or directly to Lingley Mere Laboratories Sample Reception. An additional dedicated courier service is then required to operate between the SRC's and the Laboratories at Lingley Mere, where required. Consignment Notes or Delivery Notes detailing the sample load carried and all other required information to the Laboratory at Lingley Mere are part of the hand-over procedure at the SRCs and the Laboratory. These are currently in paper form, the Company would like to move this to an electronic format, where reports should consist of (minimum requirement): • Sample bottle barcode number • crate barcode number • vehicle registration • collection date and time • collection location • time samples dropped off • location of sample drop off Route optimisation will also be a requirement of the tender, with bidders expected to demonstrate how routes will be optimised to ensure efficiency, reliability, and timely delivery of samples while maintaining required temperature controls. Detailed dates and milestones will be share in the tender documentation.

Tender Quality Score

This tender provides a very clear and detailed description of the required services, but it suffers from critical omissions regarding evaluation criteria and the lack of electronic submission, which significantly impact fairness and completeness.

Score Breakdown

Legal Compliance75/100

The missing reveal date and, more critically, the absence of specified evaluation criteria are significant legal compliance issues. The procedure type code is also missing, adding to ambiguity. However, the CPV code is appropriate, and there are no disputes.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the service and technical requirements is exceptionally clear, detailed, and unambiguous, including specific regulatory adherence and data points for electronic notes. However, the complete absence of evaluation criteria is a major detractor from overall clarity for potential bidders.

No evaluation criteria specified
Completeness70/100

Basic information, deadlines, estimated value, duration, and location are well-specified. However, the explicit lack of evaluation criteria is a significant omission for a complete tender package. One of the listed documents also failed to download.

No evaluation criteria specified
One tender document failed to download
Fairness65/100

The absence of evaluation criteria is a critical fairness issue, preventing bidders from understanding how their proposals will be assessed. The lack of electronic submission also impacts equal access. Deadlines are reasonable, and requirements do not appear tailored to a specific company.

No evaluation criteria specified
No e-submission
Practicality60/100

The lack of electronic submission is a significant practical drawback in modern procurement. While the contract start date and duration are clearly specified, the absence of e-submission creates an unnecessary hurdle for bidders.

No e-submission
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. Minor inconsistencies include empty fields for 'Liable Person' and procedure codes, as well as the missing reveal date.

Liable Person field is empty
Procedure type code is empty
Sustainability30/100

This tender shows no explicit focus on green procurement, social aspects, or innovation. The requirements are purely operational and regulatory, without incorporating broader sustainability goals.

Not green procurement
No social criteria

Strengths

Highly detailed and clear description of services and technical requirements
Specific regulatory compliance requirements (MCERTs, DWTS, ISO 17025) are well-defined
Clear move towards electronic consignment notes with specified data points
Reasonable submission timeframe (~4 months)
Estimated value, contract duration, and start date are clearly specified

Concerns

Critical: Absence of evaluation criteria, hindering fair assessment
Lack of electronic submission, impacting practicality and equal access
Missing reveal date and procedure codes, affecting transparency
No explicit focus on green procurement, social aspects, or innovation
One tender document failed to download, potentially limiting full information access

Recommendations

1. Immediately publish detailed evaluation criteria, including weighting, to ensure transparency and fairness.
2. Implement an electronic submission platform to streamline the bidding process and enhance accessibility.
3. Consider incorporating sustainability criteria (e.g., vehicle emissions, waste management, social value) into future tenders.
