Tender Quality Score

This tender for Mental Health Services is socially impactful but presents notable deficiencies in transparency and practicality, particularly concerning the absence of evaluation criteria and e-submission capabilities.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clearly defined, and the submission period is reasonable. However, the absence of explicitly stated mandatory exclusion grounds (in the summary) and evaluation criteria are significant legal transparency issues.

Mandatory exclusion grounds not explicitly stated (in summary)
No evaluation criteria specified
Clarity60/100

The service description and technical requirements are clear and understandable. However, the critical absence of evaluation criteria and the noted lack of explicit financial requirements (in the summary) significantly reduce clarity for potential bidders.

No evaluation criteria specified
Mandatory exclusion grounds not explicitly stated (in summary)
Completeness65/100

Basic information such as title, reference, organization, value, and duration is provided. Nevertheless, the explicit absence of evaluation criteria and the noted lack of mandatory exclusion grounds and financial requirements (in the summary) indicate significant gaps in the tender's completeness.

Missing evaluation criteria
Mandatory exclusion grounds not explicitly stated (in summary)
Fairness55/100

The lack of specified evaluation criteria is a critical fairness issue, as bidders cannot objectively understand how their proposals will be judged. The absence of e-submission also creates barriers to equal access for all potential suppliers.

No evaluation criteria specified
No e-submission
Practicality60/100

The lack of electronic submission support is a significant practical drawback in modern procurement. While the contract start date and duration are clear, the absence of explicit financial requirements (in the summary) could make bid preparation less practical for some.

No e-submission
Financial requirements not explicitly stated (in summary)
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. Minor inconsistencies include an empty 'Liable Person' field, missing 'Type' and 'Procedure' codes, a missing reveal date, and a slight discrepancy in the estimated value between EUR and GBP.

Empty 'Liable Person' field
Empty 'Type' and 'Procedure' codes
Sustainability60/100

The tender demonstrates a very strong social focus, aiming to support vulnerable individuals and prevent homelessness, which is highly commendable. However, it explicitly lacks any green procurement or innovation-focused aspects.

Not green procurement
No innovation focus
