Original Tender Description

Market engagement event Derbyshire County Council has over 1000 children in care. Approximately 50% of these children in care are in placements sourced through external providers, within residential, fostering and supported accommodation. This is an opportunity for OFSTED registered providers to support in the delivery of Good and Outstanding quality, stable and local placements to the Council's Children in Care. The Council is committed to driving a dynamic, outcomes focused, child-centred placement market, which offers good value, quality and choice. The Council also aim to ensure that the right placement is found the first time, on time, every time and to deliver statutory duties. The Council is wanting to develop partnerships that will help the Council's Commissioners and Providers to address areas of sufficiency and establish a clear and strategic sense of direction for future provision within Derbyshire. The Council would welcome responses from foster care providers, residential providers, and supported accommodation providers to work with the Council to find creative solutions for Derbyshire's Children in Care.

Tender Quality Score

This document outlines a market engagement event for children in care placements, demonstrating clear intent but lacking critical details typically found in a formal tender, such as a defined procedure type, estimated value, and evaluation criteria.

Score Breakdown

Legal Compliance60/100

The tender lacks a defined procedure type ('None') and the estimated value is classified, which are significant legal compliance issues for a formal tender. The missing reveal date also impacts transparency.

Procedure type not defined ('None')
Estimated value classified
Clarity65/100

While the purpose of the market engagement is clear, the absence of specified evaluation criteria, detailed technical/financial requirements, and performance conditions significantly reduces the overall clarity for potential bidders in a tender context.

No evaluation criteria specified
Technical and financial requirements are placeholders, not detailed
Completeness60/100

Key information such as the estimated value (classified), a defined procurement procedure type, and evaluation criteria are missing. The 'Liable Person' field is also empty.

Estimated value not disclosed/classified
No evaluation criteria specified
Fairness55/100

The classified estimated value and the absence of specified evaluation criteria hinder fair competition by limiting transparency. The lack of e-submission also creates potential barriers to equal access for all potential bidders.

Estimated value classified
No evaluation criteria specified
Practicality60/100

The absence of electronic submission support is a significant practical drawback in modern procurement. The classified estimated value also limits bidders' ability to assess the commercial viability of participation.

No e-submission support
Financing information (estimated value) not available
Data Consistency70/100

While most dates are logical, several key fields such as 'Liable Person', 'Type', and 'Procedure' are unpopulated or marked as 'None'. The estimated value is also explicitly 'Not disclosed', indicating a data gap.

Liable Person field is empty
Type and Procedure fields are 'None'
Sustainability40/100

The tender does not explicitly incorporate green procurement, social criteria (beyond the inherent social nature of the service itself), or innovation focus within its stated characteristics or requirements.

No explicit green procurement criteria
No explicit social criteria (beyond core service)

Strengths

Clear description of the market engagement purpose
Well-defined eligibility requirements for participation
Appropriate CPV code assigned
Specified contract duration and start date
Documents are available and processed

Concerns

Absence of a defined procurement procedure type
Undisclosed estimated contract value
Lack of specified evaluation criteria
No support for electronic submission
Missing details for technical and financial requirements

Recommendations

1. Clearly define the procurement procedure type for the subsequent formal tender.
2. Disclose the estimated contract value to enhance transparency and fairness.
3. Outline preliminary evaluation criteria for the future tender to guide market engagement participants.
