Original Tender Description

Natural Resources Wales (NRW) intend to set up a Orthorectification Services Framework. The purpose of Orthorectification Services is to validate the forest species and yield class for the Welsh Government Woodland Estate (WGWE). This work involves analysing aerial photographs and satellite imagery and follow up field survey to gather accurate data on species composition, yield class, management history, boundary accuracy, and related attributes and updating the Forester Web sub compartment database. These GIS and Field surveys provide an accurate annual valuation of the WGWE. The preferred timing for this work is in advance of the preparation of forest resource plans (10-year forest management plans) and during the spring summer and autumn seasons. There are currently 69 forest Resource Plans covering approx. 120K ha on the WGWE and orthorectification has been carried out to date on a 5-year rolling programme. Natural Resources Wales is undertaking a preliminary market engagement exercise to inform the potential future supply of Orthorectification Services through a Pre Market Engagement Questionnaire. The purpose of the engagement is to gather market insight, help shape our approach and ensure that suppliers are aware of the upcoming opportunity. Participation is optional and does not form part of any formal evaluation, nor will it affect a supplier's ability to participate in the future procurement. Instructions on how to access the pre market engagement questionnaire can be found in the engagement section of this notice.

Tender Quality Score

This notice effectively communicates a preliminary market engagement for future orthorectification services, demonstrating good clarity and fairness in its approach to market consultation. However, it exhibits data completeness issues in its classification fields and lacks any specified sustainability considerations.

Score Breakdown

Legal Compliance75/100

The notice, as a preliminary market engagement (PME), is a legally compliant pre-procurement activity. The CPV code is appropriate, and there are no disputes. However, the 'Type' and 'Procedure' fields being 'None' represent a data classification deficiency, even if the description clarifies the PME nature.

Missing formal procedure type and code
Missing liable person
Clarity80/100

The description is exceptionally clear and unambiguous, explicitly stating its purpose as a preliminary market engagement and that participation is optional without affecting future tender eligibility. The AI-extracted requirements accurately reflect the PME nature, indicating no formal tender requirements.

Completeness70/100

Basic information, estimated value, duration, and location are all provided. Documents are attached. While formal tender requirements and evaluation criteria are absent, this is explicitly stated and justified by the notice's preliminary market engagement status, making it complete for its stated purpose.

No formal tender requirements specified (justified by PME status)
No evaluation criteria specified (justified by PME status)
Fairness85/100

The preliminary market engagement process itself promotes fairness by informing the market early and gathering insights, ensuring no requirements are tailored. Full document access is provided, and the value is disclosed. The optional participation ensures equal access without prejudice to future tenders.

Automated check indicates no e-submission, which could impact equal access for formal tenders, though less critical for a PME questionnaire.
Practicality65/100

The contract start date and duration are clearly specified. However, the automated check flags 'No e-submission,' which is a practical drawback for any submission process, even for a questionnaire, suggesting a potentially less streamlined approach.

No electronic submission explicitly supported (as flagged by automated check)
Data Consistency70/100

While dates and financial information are consistent, key fields such as 'Type,' 'Procedure,' and 'Liable Person' are unpopulated. This represents a significant data consistency issue for a procurement notice, even with the descriptive clarification of its PME status.

Missing 'Type' and 'Procedure' classification
Missing 'Liable Person'
Sustainability20/100

There is no mention of green procurement, social aspects, or innovation focus within the tender information. The project is not EU funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear and unambiguous description of preliminary market engagement
Promotes fairness through early market engagement and optional participation
Estimated value, duration, and contract start date are specified
Relevant CPV code assigned
All PME-related documents are available

Concerns

Missing formal procedure type and code in structured data
Lack of specified sustainability criteria (green, social, innovation)
Absence of electronic submission support (as flagged)
Unpopulated 'Liable Person' field
Missing reveal date

Recommendations

1. Ensure all structured data fields, including 'Type' and 'Procedure,' are accurately populated, even for preliminary notices, using appropriate classifications like 'Prior Information Notice' if applicable.
2. Integrate sustainability criteria (environmental, social, innovation) into future procurement documents for the framework.
3. Implement or clearly specify an electronic submission method for the questionnaire and future formal tenders to enhance practicality and equal access.
