Original Tender Description

The UK Government is introducing a Deposit Return Scheme (DRS) for drinks containers, launching in October 2027. Under the scheme, consumers will pay a small, refundable deposit on single use PET and metal drinks containers, which is returned when the container is brought back to a return point. The aim is to reduce litter, increase recycling rates, and generate high quality recycled materials. The latest published policy statement from May 2025 can be found here: https://www.gov.uk/government/publications/deposit-return-scheme-for-drinks-containers-policy-statement/deposit-return-scheme-for-drinks-containers-policy-statement?utm_source=copilot.com Defra is commissioning a national litter composition study for 2027 to update the 2020 study. This new evidence is needed to set a pre-launch baseline to evaluate the impact of the DRS and to support wider Circular Economy policy areas including plastics, vapes, litter, and packaging reforms. The study will provide a robust, statistically valid picture of what is being littered across England and Northern Ireland and in what quantities, forming the foundation for future policy assessment. he commissioned service will replicate the 2020 methodology while expanding the scope to include new item classifications - particularly detailed categorisation of DRS in scope and out-of-scope drinks containers by size and material, and additional categories for vapes, plastics, and other priority items. Suppliers will design and deliver a national fieldwork programme, collect and sort litter samples, and produce a full dataset and analytical report. Key outputs include national estimates of litter composition and specific breakdowns of DRS eligible container litter by count and volume, establishing a clear pre DRS baseline.

Tender Quality Score

This tender exhibits significant deficiencies in documentation and process transparency, despite a clear project description. Key information for bidders is missing, impacting legal compliance, fairness, and practicality.

Score Breakdown

Legal Compliance50/100

The tender's 'planning' status with an active submission deadline is a critical inconsistency. Fundamental details such as the procedure type, liable person, and comprehensive mandatory exclusion/eligibility grounds are missing, raising concerns about adherence to procurement regulations.

Tender status 'planning' with active deadline
Missing procedure type and code
Clarity60/100

While the project description and technical requirements are commendably clear and detailed, the complete absence of evaluation criteria and specific eligibility/exclusion requirements creates significant ambiguity for potential bidders.

No evaluation criteria specified
Eligibility and mandatory exclusion grounds not detailed
Completeness40/100

The tender is severely incomplete due to the absence of actual tender documents (e.g., Invitation to Tender, full specifications, forms). Although basic metadata is present, critical information for a comprehensive bid submission is lacking.

No actual tender documents provided (only administrative/OCDS data)
Missing detailed eligibility and exclusion requirements
Fairness30/100

Fairness is significantly compromised by the lack of full document access, the complete absence of transparent evaluation criteria, and the stated lack of e-submission. These factors create an uneven playing field and hinder equal access for all potential suppliers.

No full document access (only administrative/OCDS data)
No evaluation criteria specified
Practicality40/100

The tender scores low on practicality due to the absence of electronic submission capabilities and a direct URL for accessing tender documents. This creates unnecessary barriers for bidders.

No e-submission supported
No direct URL for tender documents provided
Data Consistency60/100

Several key fields are unpopulated (Liable Person, Type, Procedure). The 'planning' status with an active submission deadline is a major internal inconsistency that could cause confusion.

Missing Liable Person, Type, and Procedure details
Inconsistency between 'planning' status and active submission deadline
Sustainability50/100

While the project's subject matter (Deposit Return Scheme, Circular Economy) is inherently environmental, the tender documentation does not explicitly incorporate green procurement criteria for service delivery, nor does it highlight social or innovation aspects within the procurement process itself.

No explicit green procurement criteria for service delivery
No social criteria specified

Strengths

Clear and detailed project description and objectives
Estimated value, contract duration, and start date are specified
Appropriate CPV code assigned
No disputes or suspensions reported

Concerns

Critical lack of actual tender documents and evaluation criteria
Inconsistent tender status ('planning') with an active deadline

Missing fundamental legal and procedural details (type, liable person)

Recommendations

1. Publish full tender documentation, including ITT, specifications, and all forms, with clear access instructions.
2. Define and publish comprehensive evaluation criteria, eligibility requirements, and mandatory exclusion grounds.
3. Clarify the tender's official status and ensure all procedural details are accurately populated.
