Tender Quality Score

This tender for military Biomedical Scientist training is severely hampered by critical document errors, including an irrelevant attached PDF and a failed download, alongside missing evaluation criteria. While the service description is clear and basic information is present, these fundamental flaws significantly undermine its completeness, clarity, and fairness.

Score Breakdown

Legal Compliance60/100

The procedure type and CPV code are correctly identified, and the submission deadline is reasonable. However, the critical issues with attached documents (irrelevant PDF, failed download) prevent a full assessment of legal compliance regarding disclosure requirements. The lack of detailed mandatory exclusion grounds in the AI summary is also a concern.

Critical document errors (irrelevant PDF, failed download) preventing full legal verification
Mandatory exclusion grounds mentioned but not detailed in AI summary
Clarity65/100

The description of the required service and technical capabilities is clear and unambiguous. However, the complete absence of specified evaluation criteria is a major clarity flaw. The AI-extracted requirements are clear but lack detail for financial and exclusion grounds.

No evaluation criteria specified
Lack of detailed financial requirements and mandatory exclusion grounds
Completeness40/100

While basic information like title, reference, organization, value, and key dates are present, the tender is fundamentally incomplete due to severe document processing errors. One document failed to download, and another is completely irrelevant to the tender, meaning critical information is missing or incorrect. Evaluation criteria are also absent.

Critical document errors (irrelevant PDF, failed download)
Missing evaluation criteria
Fairness45/100

The absence of evaluation criteria and the lack of proper document access severely compromise the fairness of the procurement process. The highly specific geographical restriction, while potentially justified, could limit competition. The lack of e-submission also reduces equal access.

No evaluation criteria specified
Lack of full document access due to errors
Practicality55/100

The contract start date and duration are clearly specified, and the estimated value is known. However, the lack of electronic submission is a practical drawback. The critical document errors also make it impractical for potential bidders to properly prepare their submissions.

No electronic submission supported
Document errors hinder practical preparation for bidders
Data Consistency30/100

The most significant issue is the severe data inconsistency where Document 2's summary refers to an entirely different tender (Cambridge City Council electrical testing). Minor inconsistencies include empty fields for 'Liable Person' and procedure codes. Dates are otherwise logical.

Critical inconsistency with Document 2 summary referring to an irrelevant tender
Empty fields for 'Liable Person' and procedure codes
Sustainability20/100

The tender does not explicitly include any green procurement, social criteria (beyond the inherent nature of training military personnel), or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description of the required service and technical capabilities
Estimated value, duration, and contract start date are specified
Procedure type (Open) and CPV code are correctly identified
Geographical restriction is clearly stated, though specific

Concerns

Critical document errors: irrelevant PDF attached (Document 2) and failed download (Document 1)
Absence of evaluation criteria
Lack of detail for 'Mandatory Exclusion Grounds' and 'Financial Requirements' categories
Highly specific geographical restriction potentially limits competition
No electronic submission option

Recommendations

1. Immediately rectify document errors by attaching the correct and complete tender documents.
2. Clearly define and publish all evaluation criteria to ensure transparency and fairness.
3. Provide detailed information for all mentioned requirement categories, including exclusion grounds and financial requirements.
