Original Tender Description

The College currently has a reasonable fleet (17) of Canon MFDs spread across the site, in key locations, in addition to a dedicated Reprographics department (1 print-room level machine, 2 secondary high-speed MFDs, and 1 fast MFD for direct staff use). These are on a contract that was extended, and is now due to end March 2026. Most, but not all of these MFDs are using PaperCut MF for secure print release. There are also approximately 50 desktop printers, of various ages, sizes and capabilities that are unmanaged and unsupported.

Tender Quality Score

This tender exhibits significant deficiencies, primarily due to the critical absence of mandatory legal requirements and evaluation criteria, which severely compromises fairness, transparency, and completeness in the procurement process.

Score Breakdown

Legal Compliance40/100

The tender defines the procedure type and CPV code correctly. The submission deadline appears reasonable (14 days from today's date), though the actual reveal date is missing, which is a minor procedural gap. However, the explicit absence of mandatory exclusion grounds and eligibility requirements, as noted in the AI extraction, represents a significant legal compliance deficiency. The inclusion of an irrelevant contract award notice also indicates a procedural error.

Missing mandatory exclusion grounds
Missing eligibility requirements
Clarity45/100

The general description of the managed print solution and the existing fleet is clear. The AI-extracted technical and financial requirements are understandable in their scope. However, the tender critically lacks specified evaluation criteria, making it impossible for bidders to understand how their proposals will be assessed. Furthermore, the absence of comprehensive tender specifications and terms and conditions, coupled with the inclusion of an irrelevant document, severely compromises overall clarity.

No evaluation criteria specified
Lack of comprehensive tender specifications
Completeness40/100

Basic information such as title, reference, organization, estimated value, duration, and CPV code are provided. However, the tender is critically incomplete due to the explicit absence of mandatory exclusion grounds, eligibility requirements, and evaluation criteria. The listed documents primarily consist of summaries and OCDS data, with one irrelevant document, indicating that the full, detailed tender specifications and contractual terms are not readily available or provided.

Missing mandatory exclusion grounds
Missing eligibility requirements
Fairness40/100

The estimated value is disclosed, and the technical requirements, while mentioning a specific software (PaperCut MF), are qualified with "similar to," suggesting a degree of openness. However, the complete absence of evaluation criteria is a fundamental breach of fairness and transparency, as bidders cannot objectively prepare their proposals or understand the basis of award. The lack of electronic submission also presents a barrier to equal access for all potential bidders.

No evaluation criteria specified
No electronic submission
Practicality50/100

Key practical details like contract start date and duration are clearly specified. Financing information (estimated value) is available. However, the tender explicitly states "No e-submission," which is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders. The absence of a direct URL for comprehensive tender documents also reduces practicality.

No electronic submission
No direct URL for comprehensive tender documents
Data Consistency60/100

Most key fields are populated, and there are no reported disputes or suspensions. Dates related to the timeline are logical. However, the tender information presents a contradiction with "Value Classified: Yes" while simultaneously disclosing the estimated value. More significantly, the inclusion of a completely irrelevant contract award notice (Attachment A-11089) for a different organization and service represents a major data quality and consistency issue.

Irrelevant document included
Contradiction in "Value Classified" field
Sustainability20/100

The tender does not include any explicit requirements or considerations related to green procurement, social aspects, or innovation. It is also not indicated as EU-funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social criteria
