Tender Quality Score

This tender presents a clear description of services but suffers from critical deficiencies including the absence of evaluation criteria and inaccessible essential documents, significantly impacting its overall quality and fairness.

Score Breakdown

Legal Compliance70/100

The procedure type and CPV code are clearly defined, and there are no disputes. However, the tender lacks specified evaluation criteria, a reveal date, and several critical documents are inaccessible, posing significant compliance risks regarding transparency and equal treatment.

No evaluation criteria specified
Missing reveal date
Clarity60/100

The description of the required services and the AI-extracted technical requirements are clear and understandable. Nevertheless, the complete absence of specified evaluation criteria is a fundamental flaw, making it impossible for bidders to understand how their proposals will be judged.

No evaluation criteria specified
Completeness55/100

Basic information such as title, reference, organization, value, and duration is provided. However, the tender is incomplete due to the explicit lack of evaluation criteria and the inaccessibility of several listed documents, including what appears to be the 'Request for Quotation' content.

No evaluation criteria specified
Multiple critical documents are inaccessible ('Page not found')
Fairness40/100

Fairness is severely compromised by the absence of evaluation criteria, which introduces subjectivity into the assessment process. Furthermore, the lack of e-submission and inaccessible documents create barriers to equal access and transparency for potential bidders. The 'UK supplier' eligibility, while restrictive, is common for national below-threshold tenders.

No evaluation criteria specified
No e-submission supported
Practicality50/100

While the contract start date, value, and duration are clear, the practicality for bidders is significantly hampered by the lack of electronic submission capabilities and the inaccessibility of several key tender documents. This creates unnecessary hurdles for participation.

No e-submission supported
Multiple critical documents are inaccessible ('Page not found')
Data Consistency70/100

Most key fields are populated and consistent, including dates and financial information. However, minor inconsistencies exist with empty fields for 'Liable Person', 'Type Code', and 'Procedure Code'. The 'Page not found' errors for documents also represent a data consistency issue regarding expected versus actual content availability.

Empty fields for 'Liable Person', 'Type Code', and 'Procedure Code'
Inaccessible documents listed as available
Sustainability20/100

The tender does not include any identified green procurement, social aspects, or innovation focus. It is also not EU funded, indicating a complete absence of sustainability considerations in its current form.

Not green procurement
No social criteria
