Good

Tender Quality Score

This is a well-described soft market testing exercise aimed at gathering input for a future dance provision service for care-experienced children, demonstrating good clarity and a strong social focus, though it has some procedural and data completeness gaps typical of a pre-tender phase.

Score Breakdown

Legal Compliance75/100

The exercise clearly states its purpose as soft market testing, which means it is not subject to full tender regulations. However, the absence of a defined procedure type and a clear reveal date are minor formal compliance issues. The deadline for comments is reasonable for this type of exercise.

Missing reveal date
Undefined procedure type
Clarity80/100

The description of the soft market testing exercise is exceptionally clear, explicitly stating its purpose to gather ideas for future dance provision. The AI-extracted requirements clearly indicate that typical tender requirements (exclusion, eligibility, technical, financial) are not applicable at this stage, which is appropriate and unambiguous.

Completeness70/100

Basic information such as title, organization, reference, and duration is well-provided. Location (NUTS code) is also present. While the estimated value is not disclosed, and typical tender requirements are absent, this is consistent with a soft market testing phase.

Estimated value not disclosed
"Liable Person" not specified
Fairness85/100

Document access appears to be full, and the exercise is open to all interested organizations without tailored requirements. The deadline for submitting comments is reasonable. However, the lack of explicit electronic submission support and the classified value slightly reduce overall transparency and equal access.

Value classified
No explicit e-submission support
Practicality65/100

The contract start date and duration are clearly specified, aiding future planning. A URL is provided for accessing questions. The primary practical drawback is the indicated lack of electronic submission for responses, which can be less efficient for participants.

No explicit e-submission support
Data Consistency90/100

Key dates are logical and consistent, and there are no reported disputes or suspensions. The information provided is internally consistent, although some fields like "Type" and "Procedure" are intentionally left as "None" due to the nature of the exercise.

"Type" and "Procedure" fields are "None"
"Liable Person" is empty
Sustainability50/100

The core objective of providing dance for care-experienced children and young people demonstrates a strong social sustainability focus. The soft market testing process itself encourages innovation by seeking new ideas. However, there are no explicit green procurement criteria mentioned.

No explicit green procurement criteria

Strengths

Strong social focus on care-experienced children
Encourages innovation by seeking ideas and comments
Good data consistency regarding dates and status
Full document access for participants

Concerns

Lack of a formally defined procedure type
