Tender Quality Score

This tender is clear in its service description but critically lacks evaluation criteria and electronic submission, significantly impacting transparency and fairness. Several data fields are also incomplete.

Score Breakdown

Legal Compliance60/100

The absence of a reveal date and, more critically, evaluation criteria, represents significant gaps in legal compliance regarding transparency and equal treatment. The procedure type and CPV code are generally acceptable, and there are no disputes.

Missing reveal date
Missing evaluation criteria
Clarity55/100

While the description of services and lot structure is clear, the critical omission of evaluation criteria makes it impossible for bidders to understand how their proposals will be judged, severely undermining the clarity of the tender process.

Missing evaluation criteria
Performance conditions not fully detailed
Completeness65/100

Most basic information, including title, reference, organization, value, and duration, is present. However, the absence of evaluation criteria is a major omission that impacts the overall completeness of the tender documentation.

Missing evaluation criteria
Fairness50/100

The lack of specified evaluation criteria is a significant fairness concern, as it prevents bidders from understanding the basis of assessment. The absence of electronic submission also creates a barrier to equal access. Requirements appear generic, not tailored.

Missing evaluation criteria
No e-submission
Practicality65/100

The lack of electronic submission is a notable practical drawback, potentially increasing administrative burden for bidders. Other practical elements like contract start date and duration are clearly specified.

No e-submission
Data Consistency80/100

Minor inconsistencies include the missing reveal date, an empty 'Liable Person' field, and unpopulated codes for 'Type' and 'Procedure'. Otherwise, key dates and financial data are consistent.

Missing reveal date
Empty 'Liable Person' field
Sustainability20/100

The tender does not include any explicit criteria or focus on green procurement, social aspects, or innovation, indicating a missed opportunity to promote sustainable practices.

No sustainability criteria (green, social, innovation)

Strengths

Clear description of required services and lot structure
Key financial and timeline information (value, duration, start date) is provided
No disputes or suspensions, indicating a stable procurement process
Requirements appear generic, not tailored to a specific company

Concerns

Critical absence of evaluation criteria, severely impacting clarity and fairness
Missing reveal date, hindering full assessment of bid preparation time
Lack of electronic submission, creating practical barriers for bidders
No integration of sustainability (green, social, innovation) aspects
Some data fields are incomplete (e.g., Liable Person, procedure codes)

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Clarify the tender's reveal date to allow bidders to assess the adequacy of the submission period.
3. Implement electronic submission capabilities to enhance accessibility and efficiency for all bidders.
