Tender Quality Score

This tender presents a clear description of works and lot division, but it suffers from significant deficiencies in evaluation criteria, e-submission clarity, and sustainability aspects. Addressing these issues is crucial for a fair and transparent procurement process.

Score Breakdown

Legal Compliance65/100

The tender correctly defines the procedure type and CPV codes, and no disputes are reported. However, the absence of a clear reveal date and, critically, the lack of specified evaluation criteria in the provided information are significant compliance gaps regarding transparency and equal treatment. The 'Value Classified: Yes' alongside a disclosed estimated value is contradictory and could lead to legal challenges regarding transparency.

Missing reveal date
Missing evaluation criteria
Clarity60/100

The description of the works for both lots is clear and unambiguous, and the AI-extracted requirements are well-defined. However, the critical absence of specified evaluation criteria makes it difficult for potential bidders to understand how their proposals will be assessed, significantly impacting the clarity of the tender process.

Missing evaluation criteria
Completeness65/100

Most basic information, including title, reference, organization, deadlines, estimated value, and duration, is present. Documents are available. However, the tender lacks explicit evaluation criteria, which is a fundamental component of a complete tender package. The 'Liable Person' field is empty, and the 'Type' code is missing, indicating minor data gaps.

Missing evaluation criteria
Missing 'Liable Person'
Fairness55/100

The requirements appear generic and not tailored, and full document access is implied. However, the absence of clear, objective, and transparent evaluation criteria is a major fairness concern, as bidders cannot understand the basis of award. The contradictory information regarding 'Value Classified' and the potential lack of e-submission (if the automated check is accurate) also detract from overall fairness and equal access.

Missing evaluation criteria
Contradictory information regarding value classification
Practicality60/100

The contract start date and duration are clearly specified. The main practical concern is the ambiguity surrounding electronic submission. While registration on the South East Business Portal is required, the automated check explicitly states 'No e-submission,' which would be a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders.

Contradiction regarding e-submission support
Data Consistency75/100

Key fields are mostly populated, and dates are logical. There are no disputes or suspensions. However, minor inconsistencies exist, such as the empty 'Liable Person' field, the missing code for the 'Type' field, and the contradictory 'Value Classified: Yes' alongside a disclosed estimated value. The missing reveal date also represents a data gap in the timeline.

Missing 'Liable Person'
Missing 'Type' code
Sustainability20/100

The tender does not explicitly incorporate any green procurement criteria, social considerations, or an innovation focus. This indicates a missed opportunity to leverage public procurement for broader policy objectives. It is not EU funded, which often drives higher sustainability standards.

Lack of green procurement focus
Lack of social aspects

Strengths

Clear description of works for both lots
Procedure type (Open) and CPV codes are correctly assigned
Key timeline and financial information (estimated value, duration, start date) are provided
Tender is divided into parts (lots), allowing for specialized bids
Documents are available for download

Concerns

Critical absence of specified evaluation criteria
Contradictory information regarding 'Value Classified' and potential lack of e-submission
Missing reveal date and 'Liable Person' details
No integration of sustainability, social, or innovation aspects
Deadline for submission might be tight given the complexity of two distinct lots and the missing reveal date

Recommendations

1. Immediately publish comprehensive and objective evaluation criteria to ensure transparency and fairness.
2. Clarify the e-submission process and address the 'Value Classified' contradiction to avoid confusion and potential legal challenges.
3. Consider incorporating sustainability, social, and innovation criteria in future tenders to align with modern procurement best practices.
