This tender exhibits significant deficiencies in legal compliance, completeness, and fairness due to critical missing information regarding exclusion, eligibility, and evaluation criteria, alongside practical issues like the lack of e-submission and poor document management.

Score Breakdown

Legal Compliance30/100

The tender critically lacks specified mandatory exclusion grounds and eligibility requirements, which are fundamental legal prerequisites for public procurement. While the procedure type and CPV code are correct, these omissions represent a severe breach of regulatory compliance.

Missing mandatory exclusion grounds
Missing eligibility requirements
Clarity50/100

Completeness40/100

While basic information is present, the tender is critically incomplete due to the absence of mandatory exclusion grounds, eligibility requirements, and evaluation criteria. Fairness40/100

The lack of specified evaluation criteria severely undermines transparency and objectivity, making it difficult for bidders to prepare competitive proposals. The absence of e-submission also creates an unnecessary barrier and limits equal access for potential suppliers, which is a significant fairness concern in modern procurement.

No evaluation criteria specified
No e-submission supported
Practicality50/100

The contract start date and duration are clear. However, the explicit lack of electronic submission support is a significant practical drawback, increasing administrative burden for bidders. Issues with document availability and relevance also pose practical challenges.

Data Consistency60/100

Most key fields are populated, and dates are logical. However, there is a minor inconsistency between the estimated value in EUR and GBP. More significantly, the inclusion of an irrelevant document and a failed download for another indicates poor data management and consistency in the tender package. Some basic fields like 'Liable Person' are also empty.

Value discrepancy (EUR vs GBP in description)
Irrelevant document provided
Sustainability25/100

The tender does not include any explicit requirements or considerations for green procurement, social aspects, or innovation. This represents a missed opportunity to integrate broader public value objectives into the contract.
