Original Tender Description

Impact Multi Academy Trust is a multi-academy trust currently operating 8 schools across the London region serving approximately 8,000 students across its family of schools. The Trust is committed to delivering high standards of educational achievement alongside safe, compliant and well-managed school estates. The Trust is tendering its Fire and Security Servicing and Maintenance Contract with a proposed contract start date of 1st April 2026. The contract will be awarded for an initial term of three (3) years, ending on 31st March 2029, with a requirement for termly and annual reviews and a break clause to support both parties should the relationship not prosper. There will be an option to extend for a further two years (1+1), subject to satisfactory performance and mutual agreement on budgets and service levels. The Trust is seeking to appoint a single suitable qualified and experienced contractor to deliver all planned and reactive fire and security servicing and maintenance services across all Trust sites. The projected turnover for the three-year contract is expected to be circa £336,000. The Trust is running this procurement as a one-stage open procedure in accordance with the Procurement Act 2023. To declare your interest in the tender and download contract documents (available free of charge), please register on https://in-tendhost.co.uk/cohesionconsulting/aspx/Home. Once registered, please declare interest in the opportunity to access and download the full document set. Please note: a Site Survey / Bidders Conference will take place on 28th January 2026. Bidders will be required to provide DBS details and complete the Confidentiality Agreement by 27th January 2026 to attend. In short, the Trust needs to be convinced that bidders can deliver their commitments in full, achieve high standards and implement service enhancements as promised. If the Trust is not convinced of this, it reserves the right to consider an insourced solution or make no award.

Tender Quality Score

This tender exhibits significant quality concerns, primarily due to numerous data inconsistencies, a critical lack of transparent evaluation criteria, and an incorrect CPV code, which collectively undermine legal compliance and fairness.

Score Breakdown

Legal Compliance40/100

The tender suffers from a fundamentally incorrect CPV code ('Lighting systems' for 'Fire and Security Servicing'), contradictory procedure type definitions ('Restricted' vs. 'Competitive flexible procedure' vs. 'one-stage open procedure'), and the absence of explicitly stated mandatory exclusion grounds, indicating significant non-compliance with procurement best practices and regulations.

Incorrect CPV code (31527260 for fire/security)
Contradictory procedure type definitions
Clarity50/100

The tender's clarity is severely hampered by the complete absence of specified evaluation criteria, making it impossible for bidders to understand how their proposals will be judged. Furthermore, several contradictions in basic information (e.g., procedure type, value, contract start date) reduce overall clarity.

No evaluation criteria specified
Contradictory information in basic fields (e.g., procedure type, value, dates)
Completeness55/100

While basic information is present, the tender is incomplete due to the lack of explicit evaluation criteria and mandatory exclusion grounds. The provided document summaries also do not indicate the availability of detailed tender specifications or scope of work documents, suggesting potential gaps in the provided information.

Missing evaluation criteria
Missing explicit mandatory exclusion grounds
Fairness35/100

Fairness is critically compromised by the absence of transparent evaluation criteria, which introduces subjectivity into the award process. Additionally, the extremely short deadline for mandatory DBS checks and confidentiality agreements (by 2026-01-27 for a 2026-01-28 conference, given today's date 2026-01-20) for the site visit creates a significant barrier to entry for many potential bidders, potentially favoring incumbents or those with pre-existing clearances.

No evaluation criteria specified
Extremely short deadline for mandatory DBS/Confidentiality Agreement for site visit
Practicality55/100

The practicality of participation is severely impacted by the extremely tight deadline for submitting DBS details and confidentiality agreements required for the mandatory site visit. This makes it challenging for new or unprepared bidders to engage effectively. There's also a contradiction regarding e-submission support.

Very short notice for mandatory DBS/Confidentiality Agreement submission
Contradiction regarding e-submission support (automated check vs. portal use)
Data Consistency30/100

The tender exhibits numerous and significant data inconsistencies, including conflicting procedure types, an incorrect CPV code, differing contract value figures (£336,000 vs. €403,200), contradictory statements regarding the submission deadline, and conflicting information on whether the contract is 'Divided into Parts' or for a 'single contractor'.

Conflicting procedure types
Incorrect CPV code
Sustainability20/100

The tender does not include any explicit requirements or considerations related to green procurement, social aspects, or innovation, indicating a missed opportunity to promote broader public value.

No green procurement criteria
No social criteria
