Original Tender Description

The UK CSM Demonstration Survey is a major seabed survey that will take place in April-May 2026. It is a novel collaboration between public sector organisations to integrate respective survey activities under the umbrella of the UK Centre for Seabed Mapping (UK CSM). This tender is to commission suitably experienced marine archaeological geophysicists/surveyors to participate in the CSM Demonstration Survey on behalf of Historic England. The survey will be carried out aboard RV Cefas Endeavour. Survey operations will be carried out 24 hours; HE-commissioned geophysicists/surveyors will operate a single 12-hour shift. Accommodation and subsistence will be provided aboard. Options are being maintained for different survey areas to allow for weather. The survey vessel will mobilise at Lowestoft and demobilise at Falmouth. Crew change will occur at Lowestoft or Falmouth. Other than the crew change, the vessel is not expected to return to port during each leg of the survey. Historic England’s requirement is for one geophysicist/surveyor to participate in each leg of the survey. Tenderers can bid for either one or for both survey legs. Historic England’s preference is to commission one contractor to cover both legs but reserves the right to commission one contractor for each leg.

Tender Quality Score

This tender provides a clear project description but suffers from significant deficiencies in procurement process transparency and completeness, notably the absence of evaluation criteria and an incorrect CPV code. These issues could hinder fair competition and efficient processing.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and has no disputes. However, the CPV code (Buildings of particular historical or architectural interest) is clearly incorrect for a marine seabed survey, which is a significant legal compliance issue. The missing reveal date prevents full assessment of the deadline aspect. The reservation for UK suppliers, SMEs, and VCSEs is likely compliant with UK national rules for below-threshold contracts but limits competition.

Incorrect CPV code
Missing reveal date
Clarity50/100

The project description and operational details are clear and unambiguous. However, the tender critically lacks specified evaluation criteria and detailed bidder requirements, making it difficult for potential suppliers to understand what is expected for their submission and how they will be assessed. The AI-extracted requirements are also very limited.

Missing evaluation criteria
Lack of detailed bidder requirements
Completeness70/100

Basic information such as title, reference, organization, value, duration, and location are well-specified. Documents are available. However, the tender is incomplete due to the absence of specific bidder requirements (e.g., qualifications, submission format) and, most importantly, the complete lack of evaluation criteria.

Missing evaluation criteria
Lack of detailed bidder requirements
Fairness40/100

The complete absence of evaluation criteria is a major transparency and fairness concern, as bidders cannot understand the basis for selection. The lack of electronic submission also reduces equal access for potential suppliers. While the project description itself does not appear tailored, the process elements severely compromise fairness.

Missing evaluation criteria (major impact on fairness)
No electronic submission
Practicality65/100

The tender clearly specifies the contract start date and duration. However, the lack of electronic submission is a significant practical drawback in modern procurement, potentially increasing administrative burden for bidders and the contracting authority. Document URLs are not explicitly provided in the summary, though documents are indicated as available.

No electronic submission
Data Consistency90/100

Most key fields are populated, and dates are logical and consistent (submission deadline before contract start, survey period within contract duration). There are no reported disputes or suspensions. The 'Liable Person' field is empty, which is a minor omission.

Liable Person field is empty
Sustainability50/100

The tender does not explicitly include green procurement, social criteria (beyond the reservation for SMEs/VCSEs in Document 2 summary), or innovation focus. While the project itself is a 'novel collaboration', this is not a requirement for bidders. The reservation for SMEs/VCSEs is a positive social aspect but not a direct sustainability criterion for the service.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear project description and operational details
Value and duration clearly specified
Good data consistency for populated fields
Documents appear to be available

Concerns

Missing evaluation criteria (major)
Incorrect CPV code
Lack of specific bidder requirements
No electronic submission option
Limited sustainability and innovation focus

Recommendations

1. Publish detailed evaluation criteria and comprehensive bidder requirements to ensure transparency and fairness.
2. Correct the CPV code to accurately reflect the marine archaeological survey services.
3. Implement electronic submission for improved accessibility, efficiency, and reduced administrative burden.
