Original Tender Description

This is a pre-qualification activity in advance of a formal tender process. ScotRail Trains Limited are looking to tender for the provision of an Air Reservoir (various) overhaul service using Scotrail-provided materials. An air reservoir is defined as a vessel (other than a pipe coil or ancillary fitting and part of the compressor) for containing compressed air. The group definition is based on the Reservoirs function, material and vehicle classification. ScotRail Trains Limited reserve the right to add or remove the numbers of overhauls per class of train, as the business requires.

Tender Quality Score

This PQQ is significantly deficient due to the critical absence of accessible tender documents and specified evaluation criteria, which hinders fair and clear participation for bidders. While basic information is present, the lack of crucial details for the pre-qualification stage is a major concern.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are correctly defined, and there are no disputes. However, the absence of a 'Liable Person' and the 'Missing reveal date' are minor administrative compliance issues.

Missing 'Liable Person'
Missing reveal date
Clarity60/100

The service description is clear and unambiguous. However, the explicit lack of evaluation criteria for the PQQ and the extremely sparse requirements severely impact the clarity for potential bidders.

No evaluation criteria specified for PQQ
Requirements are extremely sparse
Completeness50/100

While basic information like title, reference, organization, value, and duration are present, the critical absence of accessible tender document content and the lack of specified evaluation criteria make this tender significantly incomplete.

No tender document content available (4 documents listed, 0 processed)
No evaluation criteria specified
Fairness40/100

The absence of accessible tender documents and the lack of specified evaluation criteria are major fairness concerns, as bidders cannot properly assess the PQQ or understand how they will be judged. Value is disclosed, and e-procurement is indicated.

No tender document content available
No evaluation criteria specified
Practicality65/100

E-Procurement is listed as a characteristic, and duration/value are clear. However, the lack of accessible documents and a specified contract start date reduce practicality. There is also a contradiction regarding e-submission in the automated checks.

No tender document content available
No contract start date specified
Data Consistency70/100

Most key fields are consistent, and dates are logical. However, the 'Liable Person' and 'reveal date' are missing, and there's an inconsistency between the 'E-Procurement' characteristic and the automated check's 'No e-submission' flag.

Missing 'Liable Person'
Missing reveal date
Sustainability20/100

The tender shows no indication of incorporating green procurement, social aspects, or innovation focus, as explicitly flagged by automated checks. It is also not EU funded.

Not green procurement
No social criteria

Strengths
