Original Tender Description

We are seeking either one service or a collaboration of services to deliver this support to children and families in the Angus area. The service(s) in Angus will provide mental health and emotional wellbeing support for primary school age children who live in Angus, in addition to what can be provided through universal services. The service(s) will provide responsive, early support to concerns in respect of a child’s mental wellbeing. This will be part of a continuum of additional support provided by a range of services within the community and, where necessary, signpost to other services for example Child and Adolescent Mental Health Services (CAMHS) to ensure a whole system approach. The service(s) will develop community support to address issues of mental and emotional distress and wellbeing rather than mental illness that may be more appropriately met through a more specialist service such as CAMHS. The service(s) must support an approach based on prevention and early intervention

Tender Quality Score

This tender for children's mental health services is generally well-described but suffers from critical omissions regarding evaluation criteria and explicit legal compliance details, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the open procedure and assigns an appropriate CPV code. However, the explicit absence of mandatory exclusion grounds in the provided information is a significant legal compliance concern. While ESPD is mentioned, these grounds should be clearly referenced or stated. The missing reveal date also introduces uncertainty regarding the reasonableness of the submission period.

No explicit mandatory exclusion grounds stated in the tender information.
Missing tender reveal date.
Clarity80/100

The service description and AI-extracted requirements are exceptionally clear and unambiguous, detailing the scope, target group, and approach. However, the critical absence of specified evaluation criteria significantly diminishes the overall clarity for potential bidders.

Missing evaluation criteria.
Completeness70/100

Basic information such as title, organization, value, duration, and CPV code are well-provided. However, the tender is incomplete due to the absence of evaluation criteria and explicit mandatory exclusion grounds. The 'Liable Person' field is also empty.

Missing evaluation criteria.
No explicit mandatory exclusion grounds stated.
Fairness85/100

The tender discloses the estimated value and the requirements do not appear tailored to a specific company, promoting fair competition. However, the absence of evaluation criteria is a major fairness concern, as bidders cannot understand how their proposals will be judged. There is also a contradiction regarding e-submission, which could cause confusion.

Missing evaluation criteria.
Contradiction regarding e-submission (E-Procurement characteristic vs. 'No e-submission' flag).
Practicality65/100

Electronic submission is indicated by 'E-Procurement' and ESPD requirement, though contradicted by an automated flag. The contract duration is clear, but a specific start date is not provided. Financing information is limited to the estimated value.

Contradiction regarding e-submission.
Contract start date not specified.
Data Consistency90/100

Key fields are mostly populated, and there are no disputes or suspensions. Dates are logical. The main inconsistency is the contradiction between the 'E-Procurement' characteristic and the 'No e-submission' automated check. The description is also duplicated in the 'Additional Info' section.

Contradiction regarding e-submission.
Description duplicated in 'Additional Info'.
Sustainability50/100

While the service itself addresses a critical social need, the tender does not explicitly incorporate broader green procurement, additional social criteria beyond the core service, or innovation focus. It is not EU funded.

No explicit green procurement criteria.
No explicit social criteria beyond the core service.

Strengths

Clear and detailed service description.
Estimated value and contract duration clearly specified.
Appropriate CPV code and NUTS code provided.
Open procedure type clearly defined.
Documents available with summaries.

Concerns

Critical absence of evaluation criteria.
No explicit mandatory exclusion grounds stated.
Missing tender reveal date, impacting deadline assessment.
Contradiction regarding e-submission functionality.
Lack of explicit sustainability (green, social, innovation) criteria.

Recommendations

1. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Explicitly state or reference all mandatory exclusion grounds in the tender documentation to ensure legal compliance.
3. Clarify and confirm the e-submission process, resolving any contradictions to avoid bidder confusion.
