Tender Quality Score

This tender for software licences and services demonstrates good basic structure with clear lot divisions and value disclosure. However, it suffers from significant omissions in critical areas such as evaluation criteria, mandatory exclusion grounds, and financial requirements, alongside a lack of e-submission and sustainability focus.

Score Breakdown

Legal Compliance65/100

The tender clearly defines the procedure type and references the Procurement Act 2023. However, the assigned CPV code is too narrow for the scope, and the summary indicates missing mandatory exclusion grounds, financial requirements, and evaluation criteria, which are fundamental for legal compliance.

Inappropriate CPV code (48315000 for broad software services)
Missing mandatory exclusion grounds in AI-extracted requirements
Clarity60/100

The description of the framework and its lots is clear and unambiguous. However, the complete absence of specified evaluation criteria and detailed performance conditions significantly reduces the overall clarity for potential bidders regarding how their proposals will be assessed and what is expected post-award.

No evaluation criteria specified
Lack of detailed performance conditions in the provided summary
Completeness55/100

While basic information like title, organization, value, duration, and deadlines are present, the tender is significantly incomplete regarding crucial details. Mandatory exclusion grounds, financial requirements, and especially evaluation criteria are explicitly missing, which are essential for a comprehensive tender package.

Missing mandatory exclusion grounds
Missing financial requirements
Fairness45/100

The estimated value is disclosed, and requirements do not appear tailored. However, the absence of specified evaluation criteria is a critical transparency issue, making it difficult for bidders to understand the assessment process. The lack of e-submission also hinders equal access and efficiency for all potential suppliers.

No evaluation criteria specified, impacting transparency and objectivity
No electronic submission supported, hindering equal access
Practicality55/100

The contract start date and duration are clearly specified. However, the most significant practical drawback is the explicit lack of electronic submission support, which is an outdated and inefficient method for a tender of this scale in 2026.

No electronic submission supported
Data Consistency90/100

Most key fields are populated, and all dates provided are logical and consistent. There are no reported disputes or suspensions. Minor omissions include the 'Liable Person' and specific procedure codes, but these do not significantly impact overall data consistency.

Liable Person not specified
Procedure code not specified
Sustainability25/100

The tender completely lacks any mention or integration of green procurement, social aspects, or innovation focus. This represents a significant missed opportunity to align with modern public procurement best practices and contribute to broader societal goals.

No green procurement criteria
No social criteria

Strengths

Clear description of the framework and its lots
Transparent estimated value and contract duration
Division into lots to encourage competition
References the relevant national procurement act (Procurement Act 2023)

Concerns

Critical absence of evaluation criteria
Missing mandatory exclusion grounds and financial requirements
Inappropriate and too narrow CPV code
Lack of electronic submission support
Complete absence of sustainability (green, social, innovation) considerations

Recommendations

1. Publish comprehensive tender documents detailing all mandatory exclusion grounds, financial requirements, and explicit, objective evaluation criteria.
2. Implement an e-submission platform to enhance fairness, efficiency, and accessibility for all bidders.
3. Review and update CPV codes to accurately reflect the broad scope of software and services covered by the framework.
