Strengths

Use of E-Procurement for submission
Estimated value and contract duration are specified
Mandatory ISO certifications (9001, 45001, 14001) promote quality, safety, and environmental management
OCDS data provided for transparency

Lack of specific green, social, or innovation criteria for service delivery
No explicit financial requirements beyond the estimated value
Contract start date not specified

Recommendations

1. Clearly define and publish the evaluation criteria to ensure transparency and fairness.
