Tender Quality Score

This tender is critically incomplete due to the complete absence of all supporting documents, rendering it unworkable for potential bidders and raising significant concerns about transparency and fairness. While the scope is broadly defined, the lack of detailed specifications and evaluation criteria severely undermines the procurement process.

Score Breakdown

Legal Compliance100/100

The tender states adherence to PCR 2015 and mentions mandatory exclusion grounds. However, the term 'pseudo-dynamic purchasing system' is ambiguous and the complete absence of tender documents (e.g., full ITT, specification) makes a comprehensive assessment of legal compliance impossible, potentially indicating procedural irregularities.

Complete absence of tender documents makes full legal compliance assessment impossible.
Ambiguous term 'pseudo-dynamic purchasing system' raises questions about adherence to established PCR 2015 procedures.
Clarity40/100

The tender's description provides a general overview of the required services. However, the critical absence of 'Document No. 2 (The Specification)' and other supporting documents means that detailed requirements, performance expectations, and the operational specifics of the 'pseudo-DPS' are entirely unclear to potential bidders.

Critical lack of detailed specification (Document No. 2) and other tender documents.
Ambiguous term 'pseudo-dynamic purchasing system' lacks clear definition.
Completeness83/100

The tender is severely incomplete. Despite referencing 'Document No. 2 (The Specification)' and an 'Invitation to Participate (ITP)', no documents are attached. This fundamental omission means essential information such as detailed service requirements, evaluation criteria, and contract terms are entirely missing, making it impossible for bidders to respond.

No documents attached (0 total), despite references to 'Document No. 2 (The Specification)' and 'Invitation to Participate (ITP)'.
Missing evaluation criteria, detailed technical requirements, and contract terms.
Fairness80/100

While eligibility is broad, the complete absence of evaluation criteria and detailed specifications creates a highly unfair bidding environment. Bidders cannot understand how their proposals will be judged, and those with prior informal knowledge would have an undue advantage, undermining the principles of equal treatment and transparency.

Absence of evaluation criteria compromises fairness and transparency.
Lack of detailed specification creates an uneven playing field for bidders.
Practicality40/100

From a bidder's perspective, it is entirely impractical to prepare a compliant and competitive submission without any of the referenced tender documents, particularly the detailed specification. The procurement process cannot effectively proceed in its current state.

Bidders cannot practically prepare a submission without the essential tender documents (e.g., specification, ITP).
Data Consistency100/100

The provided basic information is internally consistent. However, a major inconsistency exists between the tender description, which explicitly refers to 'Document No. 2 (The Specification)', and the 'DOCUMENTS (0 total)' section, indicating a critical failure in document provision.

Description refers to 'Document No. 2 (The Specification)', but no documents are attached.
Sustainability0/100

The tender does not include any explicit requirements or considerations for green procurement, social criteria, or innovation. Given the nature of educational services, this represents a missed opportunity to leverage public procurement for broader societal and environmental benefits.

No explicit mention of green procurement, social criteria, or innovation focus.

Strengths

Clear title, reference number, and contracting organization are provided.
Estimated value and contract duration are disclosed.
Broad eligibility criteria (private, public, third sector) promote wide participation.
Service areas are clearly outlined in the description (e.g., Early Intervention, Vocational, Online Tutoring).
Utilizes an Open procedure, generally encouraging competition.

Concerns

Critical absence of all tender documents (0 total), especially 'Document No. 2 (The Specification)', rendering the tender unworkable.
Missing evaluation criteria, making it impossible for bidders to understand how proposals will be assessed.
Ambiguous term 'pseudo-dynamic purchasing system' raises questions about legal compliance and procedural clarity.
Lack of detailed technical requirements beyond broad categories, hindering comprehensive bid preparation.
No explicit integration of social, environmental, or innovation criteria, missing opportunities for added value.

Recommendations

1. Immediately publish all missing tender documents, including the full Invitation to Participate, detailed Specification (Document No. 2), and contract terms.
2. Clearly define and publish the evaluation criteria and methodology to ensure transparency and fairness.
3. Clarify the legal basis and operational specifics of the 'pseudo-dynamic purchasing system' or confirm adherence to a standard DPS procedure under PCR 2015.
