Tender Quality Score

This tender provides a clear scope for electrical testing but is significantly hampered by a critical missing document and the absence of evaluation criteria, impacting completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code, and there are no disputes. However, the CPV code is broad, and the absence of evaluation criteria and a critical 'Page not found' document raise concerns about full compliance with transparency and disclosure requirements, even for a below-threshold tender.

Broad CPV code (45000000) for specific electrical works
Missing detailed evaluation criteria
Clarity60/100

The description of the required works and technical capabilities is clear and specific. However, the tender lacks detailed information on mandatory exclusion grounds, eligibility, financial requirements, and crucially, evaluation criteria, making it difficult for bidders to fully understand the basis of assessment.

Missing detailed eligibility and financial requirements
No evaluation criteria specified
Completeness55/100

Basic information, value, and duration are present. However, the tender is significantly incomplete due to a 'Page not found' error for one of the listed documents, which could contain vital information. Key requirements like eligibility, financial, and evaluation criteria are also not fully defined.

Critical 'Page not found' document, potentially withholding essential information
Missing detailed eligibility and financial requirements
Fairness40/100

The absence of specified evaluation criteria is a major fairness concern, as bidders cannot objectively tailor their proposals or understand how they will be judged. The 'Page not found' document also implies unequal access to information. The lack of e-submission can create barriers for some bidders, though requirements do not appear tailored to a specific company.

No evaluation criteria specified
'Page not found' document implies incomplete access to information
Practicality65/100

The contract start date and duration are clear, and financing information is available. However, the lack of electronic submission is a practical drawback, and the 'Page not found' document indicates a significant practical hurdle for bidders trying to access full tender details.

No electronic submission option
'Page not found' document
Data Consistency90/100

Most key fields are populated, and dates are logical. There are no disputes or suspensions. A minor inconsistency exists with the estimated value (EUR vs. GBP in PDF summary), and the 'Liable Person' field is empty, but these are minor.

Empty 'Liable Person' field
Minor discrepancy in estimated value currency/amount
Sustainability50/100

The tender does not explicitly include any green procurement, social aspects, or innovation focus. While not always mandatory for below-threshold tenders, this represents a missed opportunity for broader impact.

No explicit sustainability, social, or innovation criteria

Strengths

Clear description of the scope of work and technical requirements
Estimated value, duration, and contract start date are provided
Open procedure type promotes competition
Specific NUTS code provided for location

Concerns

Critical 'Page not found' document, potentially withholding essential information
Absence of specified evaluation criteria, hindering transparency and fairness
Lack of detailed eligibility and financial requirements
No electronic submission option
Broad CPV code and no explicit sustainability/social considerations

Recommendations

1. Rectify the 'Page not found' document immediately and ensure all tender documents are accessible.
2. Clearly define and publish all eligibility, financial, and evaluation criteria to ensure transparency and fairness.
3. Implement an electronic submission system to enhance accessibility and efficiency for bidders.
