Tender Quality Score

This tender demonstrates good clarity in service description and utilizes an e-tendering system, but critically lacks explicit evaluation criteria and detailed financial requirements in the provided summary, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. The submission deadline provides a reasonable timeframe for preparation. While the AI summary notes no explicit mandatory exclusion grounds, the overall structure suggests compliance with national 'below threshold' procurement rules.

AI summary lacks explicit mention of mandatory exclusion grounds.
Clarity60/100

The description of services and the lot structure is clear and unambiguous. However, the critical absence of specified evaluation criteria significantly reduces clarity for bidders on how their proposals will be assessed. Specific financial requirements and performance conditions are also not detailed in the provided summary.

Missing evaluation criteria.
No specific financial requirements explicitly mentioned in the AI summary.
Completeness65/100

Basic information such as title, reference, organization, value, duration, and location are well-provided. Most documents are available. However, the tender is incomplete due to the critical absence of evaluation criteria and specific financial requirements in the provided summary, which are essential for a comprehensive bid.

Missing evaluation criteria.
No specific financial requirements explicitly mentioned in the AI summary.
Fairness60/100

The use of an e-tendering system, disclosed value, and the division into lots with a maximum award limit promote competition and equal access. However, the complete absence of evaluation criteria is a significant concern, as it undermines transparency and makes it difficult for bidders to understand the basis of selection, potentially impacting fairness.

Missing evaluation criteria, which impacts transparency and objective assessment.
Practicality80/100

Electronic submission is fully supported via a dedicated e-Tendering system, including e-signatures. The contract start date and duration are clearly specified, and the estimated value is provided. This facilitates practical engagement for potential bidders.

No explicit document URL provided in the tender text (though implied by e-tendering system).
Detailed financing information beyond the estimated value is not available in the summary.
Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include an empty 'Liable Person' field and a slight discrepancy in the submission deadline time between the main timeline and the AI-extracted requirements.

Minor inconsistency in submission deadline time (AI-extracted vs. main timeline).
'Liable Person' field is empty.
Sustainability20/100

The tender does not include any explicit green procurement, social, or innovation criteria. This represents a missed opportunity to integrate broader public value considerations into the procurement process.

No green procurement criteria.
No social criteria.

Strengths

Clear description of services and well-defined lot structure.
Efficient use of an e-tendering system for all submission processes.
Key financial details (estimated value) and contract timeline (duration, start date) are specified.
CPV code and procedure type are clearly defined, aiding classification.
Tender is divided into parts (lots) to encourage broader market participation.

Concerns

Critical absence of explicit evaluation criteria, hindering transparency and fairness.
Lack of specific financial requirements and mandatory exclusion grounds in the AI summary.
No integration of sustainability, social, or innovation considerations.
Minor data inconsistencies, such as differing submission deadline times and empty fields.
One tender document failed to download, potentially limiting access to full information.

Recommendations

1. Clearly define and publish detailed evaluation criteria within the tender documentation to ensure transparency and objective assessment for all bidders.
2. Ensure all mandatory exclusion grounds and specific financial requirements are explicitly stated and easily accessible in the tender documents.
3. Integrate sustainability, social, and innovation considerations into future tenders to align with modern public procurement best practices.
