Original Tender Description

Flintshire County Council seeks to procure the services of a provider for the purposes of providing learning disability day and work opportunities support services for adults in the North West locality of Flintshire. It will be expected that support will be delivered in a manner that promotes independence, maximises outcomes and is delivered in accordance with relevant legislation, such as the Social Services and Well-being (Wales) Act 2014 and the Well-being of Future Generations (Wales) Act 2015. The service will provide day and work service opportunities for adults with learning disabilities and/or autism support needs, including individuals with complex support needs. The service provision will be required to facilitate a wide range of day and work service opportunities to meet the identified support needs and interests of attendees to the prospective service. The service will work collaboratively with stakeholders to ensure that the services provided reflects the needs and interests of the attendees of the services. The provider will deliver high quality support with appropriately skilled and experienced personnel to provide a service that represents value for money and delivers identified outcomes to meet the needs of the local population. Based on current service delivery levels it is anticipated that any prospective service would need to have the capacity to provide support for approximately 100 individuals. For reference, the current service provides in excess of 200 ‘contacts’ per week and has the capacity to accommodate between 50-60 individuals per day at the service. The current service also provides evening and weekend support and any future service model will require the capacity to replicate this element of the service offering. It is expected that any prospective service provider will also either own or have access to the necessary infrastructure both in terms of staffing and the physical premises required to deliver the requisite support. As noted above, a considerable number of attendees to the current service have complex support needs and it would be imperative to ensure continuity of support and that their present support arrangements are facilitated with as minimal disruption as is feasible in the event of a transfer of service provider. There is an expectation that this element of service provision will be based in the NW locality area of Flintshire. This will compliment other existing learning disability day and work opportunities support services for adults within Flintshire and ensure a balanced distribution of day and work opportunities services within the local authority area. Although it is expected that the physical location/s for the services will be based in the NW locality of Flintshire, referrals will be open to all residents of Flintshire that meet the eligibility criteria for the service.
