Original Tender Description

Swansea Council is hosting a market engagement event for the delivery of day opportunity services in Swansea to all adult service client groups. Date/time: Tuesday 3rd March @ 13:00pm – 14:30pm LOCATION: Virtual (MS Teams) About the event:- Swansea Council currently directly provides the majority of day opportunity provision in-house or via a direct payment, there is no current plans to change this. However, The Council does also externally commission a variety of day opportunity services. The Council wishes to establish a framework agreement for these externally commissioned services with experienced organisations delivering day opportunity services that it can work with in the future. The framework agreement will have separate lots (see below) that will offer the Council the flexibility to commission services that are effective at supporting individuals with a range of needs. This contract is divided into lots: • Lot 1: Community or building based prevention and early help day opportunity services for individuals with low level need who may be on the edge of care. • Lot 2: Community or building based day opportunity services for individuals with low level managed care needs, who are relatively independent but need some additional support and guidance to live a good life. • Lot 3: Specialist services for individuals who have more complex or health related needs. • Lot 4: Innovation Lot – we are looking for providers who have innovative ideas for day opportunity provision that will help us deliver against our vision, principles and operating model. Whilst the Council anticipates limited growth in the external market for day opportunities, the key purpose of the Framework Agreement is to support compliant procurements, to work in partnership with services to deliver the Adult Services Day Opportunity Model and to have some control over pricing. The Council would like to invite existing and potential providers of day opportunity services to take part in our virtual market engagement event. It is important to highlight that we are looking to work with providers who have experience in delivering day opportunity services and would be willing to deliver services within the Swansea area. The purpose of this event will be: • To share information the Council has collated on day opportunity services that has helped shape our plans. • To outline our potential procurement strategy • Provide information on the next steps and timescales Registration Details: • The event will be held on Tuesday 3rd March @ 13:00pm – 14:30pm • Please register your interest by emailing Lisa.Banks@swansea.gov.uk by to enable a TEAM’s invite link to be sent to you. This event will be delivered virtually via Microsoft Teams and we recommend that you join via a laptop/desktop so that it will be easier for you to type and use chat functionality.

Tender Quality Score

This tender notice is a market engagement event for a future framework agreement, which is well-structured and clear, but suffers from a lack of formal data classification. It demonstrates a strong social and innovation focus, yet requires better legal classification and data consistency.

Score Breakdown

Legal Compliance65/100

The absence of a defined 'Type' and 'Procedure' for this public notice, even as a market engagement, is a notable omission. While not a formal tender, basic classification is expected. The 'Over Sum Limit: No' for a 10M EUR framework is also inconsistent with typical EU thresholds, suggesting a potential data entry error.

Missing formal classification for notice type (e.g., Prior Information Notice)
Missing formal procedure type
Clarity90/100

The purpose of the market engagement event, the future framework agreement, and the division into four distinct lots are very clearly described. Requirements for event participation and expectations for future providers are well-articulated and easy to understand.

Completeness75/100

Basic information such as title, organization, reference, estimated value, and contract duration are provided. The description of the lots and the event details are comprehensive. However, the formal 'Type' and 'Procedure' fields are missing, and one document failed to download, which slightly impacts overall completeness.

Missing formal classification for notice type and procedure
One document failed to download
Fairness90/100

The market engagement approach is inherently fair, seeking broad input from existing and potential providers. The estimated value is disclosed, and requirements for future providers are generic and not tailored. Email registration for the event is an accessible method.

Practicality75/100

Email registration for the virtual market engagement event is a practical and accessible method. The virtual format enhances participation. While no direct document URLs are provided in the text, the listing of documents suggests they are accessible.

Data Consistency60/100

Key fields such as 'Type', 'Procedure', and 'Liable Person' are unpopulated, indicating data entry gaps. The 'Over Sum Limit: No' for a 10M EUR framework is inconsistent with typical EU procurement thresholds, even for a market engagement notice, suggesting a potential data error.

Empty fields for 'Type', 'Procedure', and 'Liable Person'
Inconsistency in 'Over Sum Limit: No' for a 10M EUR framework
Sustainability80/100

The tender demonstrates a strong focus on social aspects by addressing 'day opportunity services for all adult service client groups' and supporting individuals with diverse needs across Lots 1-3. The inclusion of an 'Innovation Lot' (Lot 4) highlights a commitment to innovative solutions. Explicit green procurement criteria are not mentioned.

Lack of explicit green procurement criteria

Strengths

Clear purpose and scope of the market engagement event
Detailed breakdown into four distinct lots, including an innovation lot
Transparency regarding the estimated value and contract duration for the future framework
Strong focus on social aspects through the nature of day opportunity services
Proactive market engagement to shape future procurement strategy

Concerns

Missing formal classification for the notice type (e.g., Prior Information Notice)
Empty fields for 'Procedure Type' and 'Liable Person'
Inconsistency in 'Over Sum Limit: No' for a 10M EUR framework
One document failed to download, potentially limiting full information access
Lack of explicit green procurement considerations

Recommendations

1. Clearly classify the notice type (e.g., Prior Information Notice, Market Engagement Notice) in the formal fields.
2. Ensure all mandatory fields, such as 'Procedure Type' and 'Liable Person,' are populated.
3. Address the 'Over Sum Limit' field for future formal notices to accurately reflect the framework's value against relevant thresholds.
