Original Tender Description

NHS England is seeking to understand market interest, capacity, and capability to deliver a range of clinical and regulatory capabilities to support the development, and assist with assurance, of digital products and services. This early market engagement includes identifying potential enablers and barriers to successful delivery. NHS England may subsequently commission a programme of work to scope and procure these services. The digital clinical and regulatory capabilities being sought include: • Clinical Safety Assurance of Digital Products • Clinical Safety Engineering • Medical Device Services • Clinical Content Authoring • Clinical Subject Matter Experts. Crucially, the programme will design a future feedback model that is accessible, inclusive, and reflective of the full diversity of patient health journeys. It will align with strategic enablers such as the NHS App and Federated Data Platform (FDP), and support implementation of the commitments set out in the NHS 10YHP. To take part in this engagement exercise NHS England would welcome input from potential suppliers via a Request for Information (RFI) document which can be found in the Documents section on the Atamis portal - https://health-family.force.com/s/Welcome reference C416329. In addition, a market engagement event will be held at 10:30 on Wednesday 28 January 2026. Details of how to register for the event can be found on page 1 of the RFI document.

Tender Quality Score

This is a well-structured early market engagement (RFI) notice, clearly outlining the scope and participation methods for potential suppliers. While some structured data fields are unpopulated and the estimated value is undisclosed, it effectively serves its purpose of gathering market intelligence.

Score Breakdown

Legal Compliance75/100

As an RFI, this notice appropriately defines its purpose as early market engagement, not a formal tender. The CPV code is suitable for the services described. The 'Type: None' and 'Procedure: None' fields are minor data entry omissions but clarified by the description.

Structured fields 'Type' and 'Procedure' are unpopulated, despite the description clarifying it's an RFI.
Clarity85/100

The description of the services sought, the purpose of the RFI, and the participation instructions (RFI document, market event) are exceptionally clear and unambiguous. The AI-extracted requirements accurately reflect the RFI's intent.

Completeness70/100

Basic information like title, reference, organization, deadlines, and duration are provided. The estimated value is not disclosed, which is a common practice for RFIs but limits supplier insight. The 'Liable Person' field is also empty.

Estimated value is not disclosed.
The 'Liable Person' field is empty.
Fairness85/100

Full document access is provided via the Atamis portal, and the requirements are generic, focusing on capabilities rather than specific company tailoring. Deadlines for RFI submission and event registration are reasonable, ensuring equal opportunity for market input.

Estimated value is classified, which can limit transparency for potential suppliers.
Practicality70/100

A clear document URL is provided, and the contract start date and duration are specified. While the estimated value is not disclosed, the use of the Atamis portal implies electronic submission for the RFI, enhancing practicality.

Estimated value is not disclosed, which can make it harder for suppliers to gauge the scale of commitment required.
Data Consistency80/100

Dates are logical and consistent. Most key fields are populated, though 'Type', 'Procedure', and 'Liable Person' are missing. There are no reported disputes or suspensions.

Inconsistent data in 'Type' and 'Procedure' fields (marked 'None') compared to the detailed description of an RFI.
The 'Liable Person' field is empty.
Sustainability65/100

The tender explicitly includes a strong social aspect by aiming to design a feedback model that is 'accessible, inclusive, and reflective of the full diversity of patient health journeys'. While not explicitly green or innovation-focused as a procurement criterion, the digital nature implies innovation.

No explicit green procurement criteria are mentioned.

Strengths

Clear and unambiguous description of the RFI's purpose and scope.
Detailed outline of required digital clinical and regulatory capabilities.
Good access to RFI documents and participation instructions via the Atamis portal.
Reasonable timelines for RFI submission and market engagement event.
Explicit inclusion of social aspects related to patient diversity and inclusivity.

Concerns

Estimated value is not disclosed, limiting transparency for potential suppliers.
Structured data fields ('Type', 'Procedure', 'Liable Person') are unpopulated or marked 'None'.
Lack of explicit green procurement criteria.
While implied, explicit confirmation of electronic RFI submission would enhance clarity.

Recommendations

1. Disclose an estimated value range for the future procurement to provide better context for potential suppliers.
2. Ensure all structured data fields are accurately populated to reflect the RFI nature of the notice.
3. Consider incorporating explicit green procurement or innovation criteria in future stages of the procurement process.
