Tender Quality Score

This tender demonstrates good clarity in its description and requirements, alongside a very generous submission timeline. However, critical omissions of evaluation criteria and the lack of electronic submission significantly compromise its fairness, completeness, and practicality.

Score Breakdown

Legal Compliance85/100

The tender defines a restricted, competitive flexible procedure with an appropriate CPV code and a very generous submission period, indicating adherence to basic legal structures. Mandatory exclusion and eligibility grounds are mentioned. A minor issue is the missing specific code for the 'Competitive flexible procedure'.

Missing specific procedure code
Clarity50/100

The tender's description and AI-extracted requirements are clear and well-defined, outlining objectives and technical capabilities. However, the critical absence of specified evaluation criteria significantly diminishes overall clarity for potential bidders, making it impossible to understand how proposals will be assessed.

Missing evaluation criteria
Completeness55/100

Basic information, financial details, timeline, and documents are provided, and technical and financial requirements are outlined. Nevertheless, the explicit absence of evaluation criteria represents a significant gap in the tender documentation, hindering a complete understanding of the bidding process.

Missing evaluation criteria
Fairness40/100

While the tender offers a very reasonable submission deadline and discloses the estimated value, the lack of specified evaluation criteria severely compromises fairness and transparency. Additionally, the absence of an electronic submission option creates an unnecessary barrier to equal access for all potential bidders.

No green procurement criteria
No social criteria

Strengths

Clear description of scope and objectives
Very generous submission deadline (almost 8 months)
High estimated value and contract duration (60 months)
Detailed technical requirements (e.g., 40-year design life, H&S commitment)
Tender split into lots, potentially encouraging broader participation

Concerns

Critical: Missing evaluation criteria, severely impacting clarity and fairness
No electronic submission option, hindering practicality and equal access
Absence of sustainability, social, or innovation considerations
Minor data inconsistencies (missing codes, slight date discrepancy)
The 'Competitive flexible procedure' could benefit from more detailed explanation

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.

3. Integrate relevant sustainability, social, and innovation criteria into the tender to align with modern procurement best practices.
