Original Tender Description

Nottinghamshire County Council (the Council) is seeking to establish an Open Framework of suitable Providers to deliver residential care for children with multiple presenting needs, which includes those children displaying sexualised behaviours, on a planned and emergency basis. Ideally the support offered within this Framework will be delivered in Nottinghamshire for both emergency and planned packages of care. This will enable children to be supported by the Health and Education offer. In some cases, there may be a reason for the child to be supported outside of the county. For Providers delivering care outside of Nottinghamshire we will consider homes that are within a 30-mile radius of the county border. Providers of services for children displaying harmful sexual behaviours are exempt from this. A multi-provider framework agreement will be put in place which means that during the framework term the Council may re-open the Residential Care for children with multiple presenting needs (Phase 2b) tender exercise to run further competitive processes to allow new providers to be appointed to the Framework. The initial framework agreement will be in place for 2 years, from 1st September 2026 to 31st August 2028. Further framework agreements may then be in place for a maximum of 8 years in total (2+2+2), until 31st August 2034. Bidders should ensure they have fully reviewed all supporting tender documents before submitting their application. Please note that this framework is not for the provision of supported accommodation.

Tender Quality Score

This tender for residential care services for children is well-described and uses an open framework, but critically lacks specified evaluation criteria and detailed financial requirements, impacting transparency and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears generally compliant with national procurement practices, utilizing an open framework and competitive procedure. The absence of a reveal date is a minor data omission, but the overall structure and adherence to basic disclosure requirements are sound.

Missing reveal date
Clarity80/100

The service description and AI-extracted requirements are clear and unambiguous regarding the scope and target group. However, the critical omission of evaluation criteria significantly reduces overall clarity for potential bidders, as they cannot understand how their proposals will be judged.

No evaluation criteria specified
Completeness70/100

While essential information like title, value, duration, and key dates are present, the tender lacks explicit evaluation criteria and detailed financial requirements beyond the estimated value, making it incomplete in crucial areas for a comprehensive bid.

No evaluation criteria specified
Financial requirements not specified in detail
Fairness85/100

The tender promotes equal access through e-procurement and its requirements do not appear tailored to a specific company. However, the absence of specified evaluation criteria is a major transparency issue, potentially leading to subjective assessment and undermining fairness.

No evaluation criteria specified
Practicality65/100

Electronic submission via a dedicated portal and clear key dates (contract start, duration) enhance practicality. However, the lack of a direct document URL in the summary and specific financing details means bidders must actively seek full information, which could be more streamlined.

Document URL not explicitly provided in summary
Detailed financing information (e.g., payment terms) not available in summary
Data Consistency90/100

Most key fields are populated, and dates (submission, contract start, duration) are logical and consistent. Minor omissions like the 'Liable Person' field or specific procedure codes do not significantly impact overall data consistency.

Sustainability50/100

The tender addresses a vital social need (residential care for vulnerable children). However, it does not explicitly incorporate broader environmental, additional social value clauses for suppliers, or innovation criteria into the procurement process, which are common aspects of modern sustainable procurement.

No explicit green procurement criteria
No explicit additional social criteria for suppliers

Strengths

Clear and detailed description of the service required and target group
Comprehensive AI-extracted eligibility and technical requirements
Use of an Open Framework allowing new providers to join over time, promoting competition
Electronic submission via a dedicated portal, enhancing accessibility
Transparent disclosure of estimated value and key dates

Concerns

Critical absence of specified evaluation criteria, impacting clarity and fairness
Lack of explicit financial requirements beyond the estimated value
No mention of specific sustainability (environmental, broader social clauses, innovation) criteria
Missing reveal date (data gap)
Performance conditions are not clearly stated in the provided summary

Recommendations

1. Clearly define and publish detailed evaluation criteria to ensure transparency and fairness for all bidders.
2. Provide comprehensive financial requirements and expected payment terms within the full tender documentation.
3. Integrate specific sustainability criteria (e.g., environmental impact, social value clauses, innovation incentives) into the tender.
