Original Tender Description

The City of London is inviting suppliers to participate in a Preliminary Market Engagement Exercise (PME). The City of London is currently undertaking a refurbishment of the Golden Lane Leisure Centre (GLLC) and are looking for a supplier to manage the refurbishment aspect of the contract. The current management contract is due to expire in December 2026. The agreed proposed refurbishment to the centre will provide the following facility mix: • 20m x 8m Swimming pool • Sauna/steam room • 3 x multi-purpose fitness studios (replacing the current health & fitness gym) • 1 x treatment area • 52-station health and fitness gym (replacing existing sports exercise studio) • 2 x outdoor tennis courts The exact location of the GLLC can be found within the PME (Preliminary Market Engagement) Questionnaire. Please note that this is not a call for competition. No response to this PME exercise will exclude any supplier from a potential procurement exercise.

Tender Quality Score

This Preliminary Market Engagement (PME) is clearly defined in its purpose and scope, but its effectiveness is severely hampered by the lack of accessible PME questionnaire content and the absence of e-submission, significantly impacting completeness and fairness.

Score Breakdown

Legal Compliance85/100

The tender correctly identifies itself as a Preliminary Market Engagement (PME) and explicitly states it is not a call for competition, which is legally sound for a market research phase. The CPV code is appropriate, and there are no disputes. The statement that non-response will not exclude suppliers from future procurement is a key legal safeguard for PMEs. The missing reveal date is a minor administrative detail for this type of exercise.

Clarity90/100

The description of the PME's purpose, the refurbishment project, and the facility mix is very clear and unambiguous. The AI-extracted requirements are well-defined and appropriate for a preliminary engagement, focusing on interest, capability, and experience rather than detailed tender specifications. The absence of evaluation criteria is expected and correct for a PME.

Completeness40/100

While basic information, estimated value, contract duration, and start date are provided, the critical flaw is the complete lack of accessible content for the PME Questionnaire. This document is explicitly mentioned as containing the exact location and being a submission requirement, making the PME fundamentally incomplete for potential participants.

No document content available, specifically the PME Questionnaire which is crucial for participation.
Fairness45/100

The estimated value is disclosed, and the requirements appear generic, not tailored. However, the absence of accessible PME Questionnaire content severely compromises fairness, as suppliers cannot fully understand what information is requested or how to respond. The lack of e-submission also presents a barrier to equal access and modern procurement practices.

No document content available, preventing fair understanding and response.
No e-submission, which can hinder equal access for all potential suppliers.
Practicality40/100

The contract start date and duration are known. However, the practicality of participating in this PME is significantly hindered by the lack of accessible PME Questionnaire content. Furthermore, the absence of electronic submission (e-submission) is a practical drawback in modern procurement.

No document content available, making practical participation impossible.
No e-submission, which is less practical for suppliers.
Data Consistency90/100

Most key fields are populated, and the 'None' values for Type and Procedure are consistent with a Preliminary Market Engagement. Dates are logical and consistent, with no reported disputes or suspensions. The 'Liable Person' field is empty but is a minor omission for a PME.

Sustainability30/100

There is no mention of green procurement, social aspects, or innovation focus within the provided information. While this is a PME, the complete absence of any sustainability considerations, even as future intentions, represents a missed opportunity to signal commitment to responsible procurement.

No green procurement focus.
No social criteria mentioned.

Strengths

Clear definition as a Preliminary Market Engagement (PME).
Transparent disclosure of estimated value and contract duration.
Requirements for PME are clear and generic.
Legally sound approach for market engagement (non-exclusion clause).

Concerns

Critical lack of accessible PME Questionnaire content.
Absence of e-submission for participation.
No consideration for sustainability (green, social, innovation).
Missing 'Liable Person' information.

Recommendations

1. Immediately make the PME Questionnaire content accessible to all potential suppliers.
2. Implement an e-submission method for future market engagements and tenders.
3. Consider integrating sustainability (environmental, social, innovation) aspects into future procurement strategies, even at the PME stage.
