Tender Quality Score

This tender for musical instruments demonstrates good foundational information and transparency through OCDS data, but is significantly hampered by the absence of crucial evaluation criteria and a lack of modern e-submission capabilities.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code clearly, and no disputes are reported. The 31-day submission period is reasonable for an Open procedure. However, the 'Missing reveal date' is a minor data point issue, and full compliance with specific national regulations isn't explicitly detailed beyond the NUTS code.

Missing reveal date
Clarity60/100

The description of the scope, purpose, and participating bodies is clear and unambiguous. However, the critical absence of specified evaluation criteria and detailed mandatory exclusion grounds significantly reduces clarity for potential bidders, making it difficult to understand how proposals will be assessed.

No evaluation criteria specified
No specific mandatory exclusion grounds detailed
Completeness65/100

Essential information such as title, reference, organization, estimated value, and contract duration is well-provided. However, the lack of evaluation criteria and specific mandatory exclusion grounds represents a significant gap in the tender documentation. One listed document also failed to download.

Missing evaluation criteria
No specific mandatory exclusion grounds detailed
Fairness50/100

The most significant concern for fairness is the complete absence of evaluation criteria, which undermines transparency and objectivity in the selection process. The lack of e-submission also creates potential barriers to equal access for all bidders. Requirements appear generic and not tailored.

No evaluation criteria specified
No e-submission
Practicality60/100

The contract start date and duration are clearly specified, which is practical for planning. However, the absence of electronic submission is a notable practical deficiency in modern procurement, potentially increasing administrative burden for bidders and the contracting authority. Direct document URLs are not explicitly provided in the text.

No e-submission
Document URLs not explicitly provided in the text
Data Consistency80/100

Key dates are logical and consistent, and there are no reported disputes or suspensions. Most critical fields are populated, indicating good data integrity. However, minor fields like 'Liable Person' and procedure codes are empty, and the reveal date is missing.

Empty 'Liable Person' field
Empty procedure codes
Sustainability20/100

The tender does not include any explicit requirements or considerations related to green procurement, social aspects, or innovation. This indicates a lack of focus on integrating sustainability principles into the procurement process.

Not green procurement
No social criteria
