Original Tender Description

Mid and West Wales Fire and Rescue Authority are seeking to award a Contract for the provision of a Health Benefit. This will be a Healthcare Subscription Contract commencing in April 2026. This is a new provision, and employees subscriptions will initially be fully funded by the Authority. Should employees wish to add dependents to any potential scheme the employee will be responsible for additional costs. The broad aims of provision of the additional health benefit are to: • Give staff an easy and quick access to primary health care, diagnostics and treatment. • Provide additional level of mental health support and reassurance for all staff. • Reduce sickness absence costs, increase focus and productivity of employees. • Improve staff retention, attract and retain talents. • Improve the culture and make staff feel valued and supported in the workplace. • Give staff further access to free webinars and/or wellbeing-related toolkits. • Provide quality assured information and advice about health and wellbeing. • Make a positive impact on employee’s stress levels, wellbeing and overall standard of living. • Maximise the health, well-being and efficiency of its members. • Increase employee engagement and satisfaction. While the successful provider may offer cash plans as an optional enhancement for employees to supplement, the core contract will not be based on a cash plan model or a private medical insurer. The additional healthcare benefit has received approved funding for an initial 2 year period, and therefore the initial duration will be for 2 years, with the potential to extend for a further 6 years at 24 month intervals.

Tender Quality Score

This tender presents a clear need for a healthcare benefit but is significantly hampered by critical missing documentation, a lack of evaluation criteria, and the absence of electronic submission, impacting its overall quality and fairness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and the submission period is reasonable. However, the lack of explicitly detailed mandatory exclusion grounds and the 'missing reveal date' (which impacts the full transparency of the initial notice period) slightly reduce the score.

No specific mandatory exclusion grounds explicitly detailed
Missing reveal date impacting full transparency of initial notice period
Clarity55/100

While the service description and AI-extracted requirements are clear, the absence of specified evaluation criteria and the presence of multiple error messages or irrelevant content in key tender documents (e.g., ITT Part 1, Appendix B) severely undermine overall clarity for potential bidders.

Absence of specified evaluation criteria
Multiple key tender documents are error messages or contain irrelevant content (e.g., ITT Part 1, ITT Part 2, Appendix B - Specification Document)
Completeness45/100

Basic information, value, and duration are present. However, the tender is significantly incomplete due to critical missing or corrupted documents (e.g., ITT Part 1, ITT Part 2, Appendix B - Specification Document) and the explicit absence of evaluation criteria.

Critical missing or corrupted tender documents (e.g., ITT Part 1, ITT Part 2, Appendix B - Specification Document)
Absence of specified evaluation criteria
Fairness40/100

The lack of full document access, the absence of specified evaluation criteria, and the reported lack of e-submission significantly compromise the fairness and transparency of the procurement process. The requirements for the service type itself do not appear tailored.

Lack of full document access due to errors/irrelevance
Absence of specified evaluation criteria
Practicality55/100

The contract start date and duration are clear, but the reported absence of electronic submission is a major practical drawback in modern procurement, potentially hindering bidder participation and efficiency.

No electronic submission option reported
Data Consistency85/100

Most key fields are populated consistently, and there are no disputes or suspensions. A minor inconsistency exists between the estimated value in EUR and a document summary mentioning GBP, which should be clarified.

Inconsistency in estimated value (EUR vs. GBP) between basic information and a document summary
Sustainability35/100

The tender primarily focuses on internal employee wellbeing benefits. It lacks explicit criteria for broader green procurement, social aspects beyond internal staff, or innovation, indicating a limited focus on external sustainability considerations.

Lack of explicit criteria for green procurement
Lack of explicit social aspects beyond internal employee wellbeing

Strengths

Clear description of the service required and its objectives
Open procedure, promoting competition
Detailed timeline and financial information provided
Specific requirements for the type of healthcare benefit (not cash plan/private medical insurer)
Compliance with Welsh language standards is explicitly required

Concerns

Critical missing/corrupted tender documents (ITT Part 1, ITT Part 2, Appendix B - Specification Document)
Absence of explicit evaluation criteria
No electronic submission option
Lack of explicit mandatory exclusion grounds detailed
Limited focus on broader sustainability (green, social, innovation) criteria

Recommendations

1. Rectify all missing and corrupted tender documents immediately to ensure full transparency and allow bidders to prepare comprehensive proposals.
