Tender Quality Score

This tender exhibits significant deficiencies in the explicit definition of key requirements and evaluation criteria, severely impacting clarity, completeness, and fairness, despite good practical aspects.

Score Breakdown

Legal Compliance50/100

The AI-extracted requirements explicitly state that mandatory exclusion grounds, eligibility, technical capability, and financial requirements are 'None explicitly mentioned' in the provided information. This is a critical legal compliance issue, as these are fundamental elements of a compliant tender. The CPV code assignment is broadly acceptable but could be more precise for property management services.

Missing explicit mandatory exclusion grounds in summary
Missing explicit eligibility requirements in summary
Clarity30/100

The tender's clarity is severely compromised by the explicit absence of detailed eligibility, technical, and financial requirements, and crucially, the lack of specified evaluation criteria. While the service description is clear, the 'how to qualify' and 'how to be evaluated' aspects are highly ambiguous based on the provided summary.

No evaluation criteria specified
Key requirements (eligibility, technical, financial) not explicitly mentioned in summary
Completeness40/100

While basic information, value, duration, and document access are provided, the tender is significantly incomplete due to the explicit absence of detailed qualification requirements (exclusion, eligibility, technical, financial) and evaluation criteria in the provided summary. This leaves critical gaps for potential bidders.

Missing explicit mandatory exclusion grounds in summary
Missing explicit eligibility requirements in summary
Fairness30/100

The absence of specified evaluation criteria is a major fairness concern, as it introduces a high risk of non-transparent and potentially subjective assessment. While document access and e-procurement are positive, the lack of clear qualification requirements further undermines the objectivity and transparency of the process.

No evaluation criteria specified
Key requirements (eligibility, technical, financial) not explicitly mentioned in summary, risking non-transparent evaluation
Practicality90/100

The tender scores well on practicality, with clear support for electronic submission via a provided URL, a specified contract start date, and a clearly defined duration. Financing information (estimated value) is also available.

Data Consistency70/100

Most key fields are populated, and dates are logical. However, minor inconsistencies include an empty 'Liable Person' field and missing codes for 'Type' and 'Procedure'. The sparse nature of the AI-extracted requirements also points to data gaps in the summary.

Empty 'Liable Person' field
Missing codes for 'Type' and 'Procedure'
Sustainability20/100

The tender shows no explicit integration of green procurement, social aspects, or innovation focus. This indicates a missed opportunity to leverage public procurement for broader policy objectives.

No green procurement criteria
No social criteria

Strengths

Clear service description and location details
Electronic submission supported via dedicated portal
Contract value, duration, and start date clearly specified
Full document access via provided URL
Open procedure type clearly defined

Concerns

Critical absence of explicit eligibility, technical, and financial requirements in summary
No evaluation criteria specified, severely impacting fairness and clarity
Lack of any sustainability, social, or innovation considerations
Potential for non-transparent evaluation due to missing criteria
Minor data gaps in basic fields

Recommendations

1. Ensure all mandatory exclusion grounds, eligibility, technical, and financial requirements are explicitly detailed and easily accessible in the tender documents.
2. Clearly define and publish objective evaluation criteria to ensure transparency and fairness for all bidders.
3. Integrate sustainability, social, and innovation considerations into the tender requirements and evaluation criteria.
