Original Tender Description

CPI requires a framework of approved suppliers capable of providing a broad range of lipids to support ongoing R&D, pilot-scale, and GMP activities across the Formulation Centre, Biologics Centre, and the RNA Centre of Excellence. The goods in scope primarily include ionisable lipids, helper lipids (e.g. DSPC, DOPE), cholesterol, PEGylated lipids, and other functionalised or custom lipids used in lipid nanoparticle (LNP) and related nano formulation development. Lipids may be required in research, pilot, or GMP grade, and supplied in various formats including powders, solutions, or ready-to-use concentrates. Ancillary services such as technical support, provision of Certificates of Analysis (CoAs), GMP documentation packages, and temperature-controlled logistics are also within scope.

Tender Quality Score

This tender outlines a significant framework agreement for specialized lipids, demonstrating clear technical requirements but suffering from critical omissions regarding accessible tender documents and evaluation criteria, which severely impact fairness and legal compliance.

Score Breakdown

Legal Compliance65/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. However, the absence of specified evaluation criteria is a significant legal compliance concern, as it hinders transparency and equal treatment of bidders. The missing reveal date is a minor administrative oversight.

No evaluation criteria specified
Missing reveal date
Clarity65/100

The description of required lipids and ancillary services is detailed and unambiguous, and the AI-extracted technical requirements are clear. Nevertheless, the complete lack of specified evaluation criteria creates substantial ambiguity for bidders regarding how their proposals will be assessed, significantly reducing overall clarity.

No evaluation criteria specified
Completeness55/100

While basic information, financial details, and timelines are provided, the tender is critically incomplete due to the absence of accessible tender document content. This prevents bidders from fully understanding the scope and requirements. The lack of specified evaluation criteria further contributes to incompleteness.

No document content available
Missing evaluation criteria
Fairness45/100

Fairness is severely compromised by the lack of accessible tender documents and the complete absence of evaluation criteria, making it impossible for bidders to prepare competitive and compliant proposals transparently. The stated 'No e-submission' also presents a barrier to equal access. The requirement 'Must be an approved supplier' could be ambiguous if not clarified within the full tender documents.

No document content available
No evaluation criteria specified
Practicality60/100

The tender provides clear contract start and duration dates. However, the lack of electronic submission capabilities and the unavailability of tender document content pose significant practical challenges for potential bidders in accessing and responding to the tender efficiently.

No e-submission
No document content available
Data Consistency90/100

Key fields are largely populated, and dates are logical and consistent. There are no reported disputes or suspensions, indicating good data integrity. The only minor omission is the 'Liable Person' field.

Sustainability35/100

The tender does not explicitly incorporate green procurement principles, social criteria, or a specific focus on innovation from suppliers, despite the R&D nature of the underlying activities. This represents a missed opportunity to leverage procurement for broader sustainability goals.

Not green procurement
No social criteria

Strengths

Well-defined procedure type and CPV classification

Concerns

Critical absence of accessible tender document content
Complete lack of specified evaluation criteria
No electronic submission option available
