Original Tender Description

The overarching methodological requirement is to prepare a Viability Assessment for the Strategic and Local Plan. Suppliers are invited to indicate how they would do this in a manner consistent with the requirements and guidance prescribed by National Planning Policy Framework (NPPF) and published government guidance (PPG) and the required study outputs outlined below, in the most cost-effective and time-efficient way, whilst maintaining high quality standards and robustness. Should national policies and guidance pertaining to the preparation of Viability Assessments of local plans be issued or altered during preparation of the Final Report, and/or any pertinent comments are made by Local Plan inspectors in respect to the methodology and scope of Viability Assessments, it is expected that the study will be updated to reflect any revised requirements, in discussion with the Authorities. The Supplier should also recommend additional/revised stages to, and/or outputs from, the project where appropriate. The contract period is for 35 months from commencement of the project and the Final Report is required to be delivered to the satisfaction of the Authorities within the first 5 months. Extensions to this period will be considered where clear justification exists, subject to the agreement of the Authorities.
