Delivery Phase (RIBA 4-6) is anticipated to run from Spring 2028 to end 2031 (incl. defects rectification). This appointment includes a break clause; continuation to the Delivery Phase will depend on performance, obtaining all required permissions and consents, and a successful Round 2 pass.

Tender Quality Score

This tender provides a clear project description and basic information but suffers from significant deficiencies in transparency and completeness, particularly regarding evaluation criteria and e-submission capabilities.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and CPV code correctly. However, the missing reveal date prevents verification of compliance with minimum advertising periods, and the absence of specified evaluation criteria poses a significant legal transparency risk.

Missing tender reveal date
No evaluation criteria specified
Clarity60/100

The project description, phases, and performance conditions are clearly articulated. Nevertheless, the critical absence of detailed evaluation criteria significantly reduces clarity for potential bidders regarding how their proposals will be assessed.

No evaluation criteria specified
Completeness60/100

Basic information such as title, reference, organization, value, and duration is provided. However, the tender is incomplete due to the explicit lack of evaluation criteria and the implied absence of detailed tender specifications in the document summaries.

No evaluation criteria specified
Implied lack of detailed tender specifications
Fairness50/100

The estimated value is disclosed, and requirements do not appear overtly tailored. However, the absence of transparent evaluation criteria and the lack of e-submission significantly undermine fairness and equal access for all potential bidders.

No evaluation criteria specified
No e-submission capability
Practicality55/100

Key dates, contract duration, and financing information are clearly stated. However, the lack of electronic submission is a significant practical drawback, increasing administrative burden for both bidders and the contracting authority.

No e-submission capability
Data Consistency85/100

Most critical data fields are populated and consistent, with logical dates and no reported disputes. Minor omissions such as 'Liable Person' and 'Type Code' do not severely impact overall data consistency.

Missing 'Liable Person'
Missing 'Type Code'
Sustainability30/100

The tender does not explicitly incorporate any green, social, or innovation aspects. This represents a missed opportunity to align the procurement with broader sustainability objectives.

No green procurement criteria
No social criteria

Strengths

Clear project description and scope
Estimated value and contract duration are well-defined

Concerns

Absence of specified evaluation criteria

Recommendations

1. Publish detailed evaluation criteria to ensure transparency and fairness for all bidders.
2. Implement an e-submission platform to improve accessibility and efficiency of the bidding process.
