Original Tender Description

TfGM is aiming to establish a corporate Greater Manchester Contractor Recruitment Services Framework (GMCRSF) and is seeking to partner with recruitment agencies. The aim is to streamline the procurement of agency services at TfGM, addressing existing inefficiencies and inconsistencies. This initiative seeks to enhance operational efficiencies, improve the quality-of-service delivery, and ensure compliance with Procurement Act 2023. Currently, TfGM uses a Preferred Supplier List (PSL) of recruitment agencies to provide both permanent and contract personnel, covering positions from entry-level to management, across multiple departments such as IT, Project Management, Bus Services and Transport. The agencies on the PSL specialise in one or more professional areas. The Greater Manchester Contractor Recruitment Services Framework will be TfGM's preferred method for procuring contractor services. The proposed framework will encompass all contractor recruitment-related services required by TfGM over a four-year period and will be available for use across the entire organisation including GMCA, Greater Manchester councils, Fire service, and Greater Manchester Police. The framework will consist of 5 Lots and each Lot will cover a particular specialism.

Tender Quality Score

This tender outlines a significant framework for recruitment services with clear strategic objectives, but its current presentation is severely hampered by the complete absence of tender documents and evaluation criteria, posing significant challenges for potential bidders.

Score Breakdown

Legal Compliance100/100

The tender explicitly references compliance with the Procurement Act 2023 and mandatory exclusion grounds, indicating a foundational understanding of legal requirements. However, without the full tender documents, a comprehensive assessment of legal compliance is not possible.

Clarity40/100

The tender's description and extracted requirements are generally clear regarding the framework's purpose, scope, and high-level expectations for bidders. The strategic objectives for streamlining and efficiency are well-articulated.

Completeness83/100

This is a major concern. The complete absence of any tender documents (e.g., Invitation to Tender, Selection Questionnaire) and evaluation criteria renders the tender incomplete and unbiddable. Bidders lack essential information to prepare a compliant and competitive submission.

Fairness60/100

The 'Restricted' procedure combined with the requirement for bidders to demonstrate capacity as a 'primary provider' across multiple public bodies could potentially limit competition to larger, established agencies. The absence of evaluation criteria makes it impossible to assess the fairness of the selection process.

Potential for limited competition due to high requirements and 'Restricted' procedure.
Practicality40/100

The framework concept itself is practical for the contracting authority to achieve efficiency and consistency. However, the current state of the tender, lacking any documents, makes it entirely impractical for bidders to participate or prepare a meaningful submission.

Data Consistency100/100

The provided information is internally consistent, with no contradictions between the description and extracted requirements.

Sustainability0/100

The tender does not include any explicit requirements or considerations related to environmental sustainability or social responsibility, as confirmed by automated checks.

Strengths

Clear strategic objectives for efficiency and compliance.
High estimated value and long contract duration (48 months).
Structured approach with 5 Lots for specialisms.
Explicit reference to Procurement Act 2023.
Broad scope covering multiple public bodies in Greater Manchester.

Concerns

Complete absence of any tender documents (ITT, SQ/PQQ).
Missing crucial evaluation criteria for both selection and award.
Potential for limited competition due to 'Restricted' procedure and 'primary provider' requirement.
Lack of specific details on the 5 Lots and their specialisms.
No integration of social or environmental sustainability criteria.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications for each Lot.
2. Clearly define and publish the evaluation criteria and methodology for both selection and award stages.
3. Consider clarifying the 'primary provider' requirement to ensure fair competition and potentially encourage SME participation.
