Tender Quality Score

This tender provides a clear service description but is significantly hampered by the absence of evaluation criteria and a lack of transparency regarding mandatory exclusion grounds and e-submission, impacting fairness and clarity.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV code correctly, and no disputes are noted. However, the absence of a reveal date makes it impossible to assess the time provided for preparation, and the lack of detailed mandatory exclusion grounds is a significant omission regarding legal transparency and compliance.

Missing reveal date for the tender
No specific mandatory exclusion grounds detailed
Clarity50/100

The service description and AI-extracted requirements are clear and well-defined. However, the complete absence of specified evaluation criteria is a critical flaw, making it impossible for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information, financial details, duration, and location are provided. The service requirements are also detailed. Nevertheless, the critical omission of evaluation criteria and the lack of clarity on whether the listed documents constitute a full tender package reduce the completeness score.

Missing evaluation criteria
Ambiguity regarding the completeness of the provided tender documents
Fairness40/100

The estimated value is disclosed, and requirements do not appear tailored. However, the complete absence of evaluation criteria severely compromises transparency and objectivity. Additionally, the lack of e-submission creates a barrier to equal access for potential bidders.

No evaluation criteria specified, impacting objectivity and transparency
No e-submission support, hindering equal access
Practicality55/100

The contract start date and duration are clearly specified. However, the lack of electronic submission support is a significant practical drawback. The absence of explicit document URLs also adds a minor practical hurdle.

No electronic submission supported
Document URLs not explicitly provided
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. There are no noted disputes or suspensions. Minor inconsistencies include empty fields for 'Liable Person' and some procedure codes.

Some key fields (e.g., 'Liable Person', procedure codes) are empty
Sustainability50/100

The tender's core service, supporting emotional health and wellbeing for young people, inherently addresses social aspects. However, the tender documentation itself does not include explicit green procurement, social responsibility criteria for bidders, or innovation focus, nor is it EU funded.

No explicit green procurement criteria
No explicit social criteria for bidders (beyond the service's nature)

Strengths

Clear and detailed service description
Specific technical capability requirements
Value and duration clearly specified
Appropriate CPV code assignment

Concerns

Complete absence of evaluation criteria
Lack of e-submission support
Missing reveal date and explicit mandatory exclusion grounds
Ambiguity regarding full tender document availability

Recommendations

1. Publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Implement an e-submission system to facilitate bidder access and efficiency.
3. Ensure all mandatory legal disclosure requirements, including reveal date and exclusion grounds, are explicitly detailed.
