Original Tender Description

The Bakerloo Line runs through London from Harrow & Wealdstone, in the North, to Elephant & Castle in the centre with plans to extend South as part of the Bakerloo Line Extension initiative. The Bakerloo line fleet (72 Tube Stock) is now the oldest rolling stock operating in the UK with considerable costs to life-extend the fleet and significant risks to reduction in reliability. TfL therefore intends to introduce the new rolling stock onto the Bakerloo Line. The BLU Stage 1 Infrastructure works are required modify and upgrading the line's infrastructure to enable the introduction of the new rolling stock with the works expected to completed by, circa 2034. The core elements of the scope include: • Reconstructing Stonebridge Park Depot to consolidate all maintenance activities. • Expanding Queen's Park Area to deliver additional stabling capacity. • Modifying London Road Sidings to retain and minimally adapt existing facilities for continued stabling usage, as well as introducing a Driver's Training Facility. • Waysides works to ensure the line's power supply, signalling systems and potentially gauging is compliant with the new rolling stock. This is a refinement of the scope presented during TfL's previous 2024 BLU Early Market Engagement with the current scope having moved the cleaning shed from London Road to Stonebridge Park and no longer required the cleaning shed at the front end of the programme. . A high-level summary of assets within the scope of this works is provided below: • DC Power • HV Power • LV power supply • Stations & Property • Platform Train Interface • Civils & Structures • Track • Signalling & communications • Depot maintenance sheds, fan roads & Stabling TfL are currently envisioning three competitions to deliver the scope. These three competitions are to appoint a: 1. Depots and Sidings Partner 2. Waysides Partner 3. Integrator

Tender Quality Score

This tender, currently in a 'planned' status as a market engagement notice, provides a clear project description but lacks critical information typically found in a full tender, impacting legal compliance, completeness, and fairness.

Score Breakdown

Legal Compliance60/100

The tender lacks a clearly defined procedure type and the estimated value is classified, which are significant legal compliance issues for a full tender. While CPV codes are correctly assigned and no disputes are present, these omissions are substantial.

Procedure type not defined
Estimated value classified
Clarity65/100

The project description and technical capability requirements are clear and well-articulated. However, the complete absence of evaluation criteria, mandatory exclusion, eligibility, and financial requirements significantly reduces the overall clarity for potential bidders in a tender context.

No evaluation criteria specified
Mandatory exclusion, eligibility, and financial requirements not detailed
Completeness60/100

While basic information like title, organization, duration, and start date are present, the tender is incomplete due to the explicit absence of evaluation criteria, mandatory exclusion, eligibility, and financial requirements. The classified value also contributes to this incompleteness.

No evaluation criteria specified
Mandatory exclusion, eligibility, and financial requirements not detailed
Fairness55/100

The classified estimated value and the complete lack of evaluation criteria significantly undermine the fairness and transparency of the procurement process. The absence of e-submission also limits equal access for potential bidders.

Estimated value classified
No evaluation criteria specified
Practicality60/100

The tender lacks support for electronic submission, which is a practical drawback in modern procurement. While contract duration and start date are provided, the absence of detailed financing information further impacts practicality.

No e-submission support
Financing information not available
Data Consistency75/100

Dates (submission, contract start, duration) are logical and consistent, and there are no reported disputes. However, key fields such as 'Type', 'Procedure', and 'Liable Person' are unpopulated, and the value is classified, indicating some data gaps.

Key fields (Type, Procedure, Liable Person) unpopulated
Estimated value classified
Sustainability20/100

The tender makes no mention of green procurement, social aspects, or innovation focus, indicating a complete absence of sustainability considerations, which is a significant oversight in contemporary public procurement.

No green procurement criteria
No social aspects mentioned

Strengths

Clear and detailed project description and scope
Specific technical capability requirements provided
Appropriate CPV and NUTS classification
Contract duration and start date clearly specified
Documents are listed and summarized

Concerns

Missing defined procurement procedure type
Estimated value not disclosed/classified
Absence of evaluation criteria
Lack of mandatory exclusion, eligibility, and financial requirements
No support for electronic submission

Recommendations

1. Clearly define the procurement procedure type and legal framework for the subsequent tender stages.
2. Disclose the estimated value and provide comprehensive evaluation criteria, eligibility, exclusion, and financial requirements in the full tender documents.
3. Implement electronic submission for broader participation and integrate sustainability (environmental, social, innovation) criteria into the tender.
