Tender Quality Score

This tender for a social connection service is well-described and legally compliant with national regulations, but significantly lacks clarity and fairness due to missing evaluation criteria and the absence of e-submission.

Score Breakdown

Legal Compliance85/100

The tender clearly defines the procedure type (Open, Competitive flexible, Light Touch Regime under Procurement Act 2023) and uses appropriate CPV codes. There are no reported disputes or suspensions. The submission period of 41 days from today's date is reasonable. While a specific 'reveal date' is not explicitly stated, the overall compliance with national procurement regulations appears strong.

Missing explicit reveal date (minor data point)
Clarity60/100

The service description and AI-extracted requirements are clear, unambiguous, and well-structured, detailing the scope and geographical lots. However, a critical deficiency is the complete absence of specified evaluation criteria, making it impossible for bidders to understand how their proposals will be assessed. Detailed performance conditions are also not explicitly outlined.

Missing evaluation criteria
Lack of detailed performance conditions
Completeness65/100

The tender provides all essential basic information, including title, reference, organization, estimated value, duration, and contract start date. All five associated documents are available. Requirements are clearly defined. The primary gap is the absence of evaluation criteria, which is crucial for a complete tender package.

Missing evaluation criteria
Fairness55/100

The tender discloses the estimated value and provides full document access. The requirements appear generic and not tailored to a specific company. However, the lack of transparent evaluation criteria significantly compromises fairness, as bidders cannot objectively prepare their proposals. The absence of e-submission also limits equal access and modern procurement practices.

Missing evaluation criteria
No e-submission support
Practicality60/100

The contract start date and duration are clearly specified, aiding planning for potential providers. However, the tender does not support electronic submission, which is a significant practical drawback in modern procurement. An explicit document URL is also not provided in the given information.

No electronic submission support
Document URL not explicitly provided
Data Consistency80/100

Key fields such as title, reference, organization, value, deadlines, CPV, NUTS, and description are consistently populated. Dates are logical and coherent. Minor inconsistencies include missing codes for 'Type' and 'Procedure' and an empty 'Liable Person' field, but these do not impact the core understanding of the tender.

Missing codes for 'Type' and 'Procedure'
Empty 'Liable Person' field
Sustainability60/100

The core purpose of the service – reducing loneliness and improving wellbeing – is inherently social, which is a strong positive sustainability aspect. However, the tender lacks explicit criteria for green procurement, innovation, or additional social clauses for bidders beyond the service's direct impact.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear and detailed service description with geographical lots
Strong legal compliance with national procurement regulations
All essential basic information and documents are provided
Inherently social purpose of the service
Value disclosed and requirements appear generic

Concerns

Critical absence of evaluation criteria
Lack of electronic submission support
Absence of detailed performance conditions
No explicit green procurement or innovation focus
Minor data gaps (e.g., missing codes, liable person)

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure fairness and clarity for bidders.
2. Implement electronic submission capabilities to enhance accessibility and efficiency.
3. Consider integrating specific green procurement, social clauses, or innovation criteria where applicable.
