Tender Quality Score

This preliminary market engagement is exceptionally clear and well-documented for its purpose, effectively seeking market insights for future commissioning of vital community services. However, the reliance on email for submissions detracts from modern procurement best practices regarding fairness and practicality.

Score Breakdown

Legal Compliance85/100

The tender clearly states it is a preliminary market engagement and not a call for competition, which aligns with legal requirements for pre-procurement activities. CPV codes are appropriate, and there are no reported disputes. The lack of a formal procedure type is acceptable given its 'planning' status.

Clarity95/100

The description is highly clear, detailing the fund's purpose, target areas (information/advice, energy resilience), and the council's objective to understand market capacity and innovation. AI-extracted requirements are precise and understandable.

Completeness85/100

All fundamental information for a market engagement, such as title, organization, reference, description, duration, and contract start date, is provided. Documents are attached and summarized. The classified value is acceptable for this preliminary stage.

Value is classified
Fairness65/100

The requirements are generic and broad, indicating no tailoring to specific companies. However, the instruction to submit forms via email rather than a structured e-procurement platform reduces equal access and transparency, impacting the overall fairness score.

No e-submission platform
Reliance on email for submissions
Practicality60/100

The use of email for submissions is less practical and efficient compared to a dedicated electronic submission system. However, the contract start date, duration, and financing context are clearly provided, aiding planning.

No electronic submission system
Data Consistency90/100

Key dates are logical and consistent, with no reported disputes or suspensions. While 'Liable Person' is unpopulated and 'Type/Procedure' are 'None,' these are minor omissions given the nature of a market engagement.

'Liable Person' unpopulated
Sustainability80/100

The engagement explicitly focuses on supporting low-income households and building community financial resilience, demonstrating strong social aspects. The emphasis on 'energy resilience' and 'improving household sustainability' also incorporates environmental considerations. Innovation is a stated objective.

Strengths

Exceptional clarity of purpose and requirements
Strong focus on social and innovation aspects
Comprehensive documentation for a market engagement
Clear timeline and funding context

Concerns

Reliance on email for submissions rather than e-procurement
Value is classified, which, while acceptable for market engagement, could be more transparent
No formal evaluation criteria (though appropriate for this stage, it's a common flag)

Recommendations

1. Implement a dedicated e-procurement portal for future market engagements and formal tenders to enhance fairness and practicality.
2. Consider disclosing estimated value ranges in future market engagements to provide more context to potential providers, if appropriate.
3. Ensure all basic fields, such as 'Liable Person', are populated for full data completeness.
